Danantara CEO: Whoosh Debt Issues to be Resolved Soon!
Jakarta, CNBC Indonesia - The CEO of the Investment Management Agency (BPI) Danantara, Rosan Perkasa Roeslani, revealed that the scheme for resolving the Whoosh debt restructuring is complete and just awaits official announcement to the public.
“We’ve already met with the Coordinating Minister for Infrastructure, the Finance Minister, and we have the solution, which will be followed up by the team to discuss with the Chinese side,” said Rosan at his office in Jakarta on Thursday (23/4/2026).
“So the solution is there, and yesterday we also did some sounding; insya Allah, this can be resolved soon,” Rosan emphasised.
Rosan stated that the detailed announcement of the Whoosh debt restructuring solution with China will be officially conveyed to the public by the Coordinating Minister for Infrastructure and Regional Development, Agus Harimurti Yudhoyono, alias AHY.
“The scheme is being fine-tuned, but it will be announced directly by the Coordinating Minister for Infrastructure; it’s better that way, as he is the one focusing on this. It will be announced directly,” Rosan explained.
Previously, Finance Minister Purbaya Sadewa also confirmed that the Whoosh high-speed rail project restructuring process has been completed and will soon be announced.
“It’s done, just waiting to be announced,” said Purbaya to the media.
Purbaya further assured the Chinese Finance Minister that the restructuring is complete, so there is no need to worry.
“I told the Chinese Finance Minister it’s been decided, just waiting to be announced, so the Chinese side doesn’t need to worry,” said Purbaya.
Purbaya declined to provide more details on the restructuring outcome, including when asked by reporters about the fate of PT Kereta Cepat Indonesia China (KCIC).
“It will be after the announcement, after AHY announces it. I think I don’t have the right to announce it now,” he said when asked by journalists whether KCIC would come under the Ministry of Finance.
The Finance Minister also recounted that during the construction period, there were cost overruns in the past. Even the Chinese side complained because they felt there was no progress, particularly regarding the slow land acquisition.
“The Chinese said, back then—now it’s been resolved—there was no progress, they said. For two years, only 4 kilometres of land had been acquired at that time. This is talking about the old days. Then I asked, who was handling the project programme? No one, they said; if we complained to the SOE, it was ping-ponged to Public Works, ping-ponged back and forth. So it was pulled here and there, and at that time it was sorted out a bit,” he explained.
However, Purbaya reiterated that major projects will be closely monitored, including the high-speed rail, to ensure they are carried out well.
Purbaya also emphasised that the high-speed rail issue is not just about the investment project, but also about demonstrating Indonesia’s credibility on the international stage.
“Indonesia has never deviated or broken promises. That is our credibility that we maintain internationally,” he stated.
