Danantara Bars SOE Executives from Using Aides and Police Escorts Under New Rules
Jakarta, CNBC Indonesia — The Daya Anagata Nusantara Investment Management Agency (BPI Danantara) is beginning to reform workplace culture at state-owned enterprises (SOEs). Danantara Chief Operating Officer Dony Oskaria said the initiative is part of a transformation of human resources and corporate culture.
“Next year, we will start focusing on people and corporate culture. Once the companies are a little more established, we will begin introducing a new corporate culture,” he said at the Wisma Danantara building on Monday (26 October 2026).
Dony stressed that one measure is to restrict what he considers excessive use of personal aides and close protection or police escorts (patwal) by SOE management.
“You may not have noticed, but there is now a change taking place in SOE management. We are already seeing fewer excessive numbers of aides and police escorts; we have issued a ban. They can no longer use them, because fundamentally we are government employees,” he said.
He said limiting benefits for management is one way to foster professionalism at state-owned companies. SOE executives are essentially government employees, he said, and should not enjoy excessive position-related privileges.
“It is not a position to boast about and enjoy excessively,” he said.
Dony said the rules cover several aspects of management benefits and conduct, including the use of aides and escorts, as well as requirements for air travel.
“You may not have noticed, but we have issued rules,” he said.
He said the rules are intended to ensure SOE management performs its duties professionally and does not use its position as a reason to enjoy excessive benefits.
“What is allowed and what is not, including how people should travel by air, right through to aides and police escorts. We want all SOE management to be truly professional. These are the stages we are carrying out,” he said.
