Danantara Indonesia formally announced the selected operator partners for Waste-to-Energy (WtE) facilities in Bekasi and Denpasar. They are Wangneng Environment Co., Ltd. as operator of the Bekasi plant and Zhejiang Weiming Environment Protection Co., Ltd. as operator of the Denpasar plant.

Danantara said the partner selection process was comprehensive and involved a number of internationally experienced companies. In line with Presidential Regulation No. 109/2025, this designation forms part of Danantara Indonesia’s WtE/PSEL programme. The objective is to tackle waste problems by strengthening municipal waste management, reducing reliance on disposal at landfills, and supporting sustainable energy generation.

In line with Danantara’s dual mandate, the operator partners are required to form a consortium to drive technology transfer, including with regional government-owned enterprises and Indonesian local companies. Danantara also emphasised robust governance from the outset, including a transparent and risk-mitigated selection process.

Pandu Sjahrir, Chief Investment Officer of Danantara Indonesia, said the announcement marks an important step in ensuring the Waste-to-Energy facility is operated to the highest standards of reliability, safety, and accountability.

“We will continue to work closely with the partners, local government, and all stakeholders to deliver measurable progress in waste reduction and power generation from clean energy,” Pandu said in a statement quoted on Saturday (7/3).

Selected operator partners are expected to maintain consistent operational performance, ensure compliance with all applicable provisions, and foster ongoing engagement with local communities.”

Hanifah Dwi Nirwana, Special Expert Staff to the Minister of Environment for Interagency and Regional Relations, said the government is preparing WTE implementation.

“Waste is one of the issues Indonesia is currently facing. With the volume increasing in almost all regions, Indonesia can be categorised as facing a waste emergency.”
