Danantara Appoints PSEL Bekasi Partner, Targets Design Completion by 2026

PT Danantara Investment Management (DIM) has appointed a partner for the construction of the Waste-to-Energy (PSEL) facility in Bekasi Regency, West Java, and is targeting the completion of the design phase this year. Fadli Rahman, Investment Director of PT DIM, stated in Cikarang on Wednesday that the selection process for the partner has been finalised and the acceleration stages towards the project’s construction have been communicated to the acting Regent of Bekasi. He explained that Everbright Harmony, one of the largest waste-to-energy management companies from China, has been selected as the implementation partner for the Bekasi PSEL project. This appointment marks a new phase for the national strategic project. Following the partner selection, the design phase is targeted for completion this year, enabling the groundbreaking for the waste management facility to take place by the end of 2026 or January 2027. ‘This year we are targeting the completion of the design phase, with groundbreaking by the end of 2026 or January 2027 at the latest. The construction process is estimated to take two years, so the facility is expected to be operational by 2029,’ Fadli said. He noted that the Bekasi Regency Government’s readiness to support the PSEL development, particularly in preparing supporting infrastructure, has been very good. Intensive coordination will continue to ensure all work stages proceed on time according to plan. ‘We see a very strong commitment from the Bekasi Regency Government. With continued synergy, we are optimistic that the PSEL construction will proceed on target, so this facility can soon operate and become a modern and sustainable waste management solution for Bekasi Regency,’ he added. Acting Regent of Bekasi, Asep Surya Atmaja, stated that his administration has been preparing all the main requirements for the PSEL project for almost a year to ensure the national strategic project can be realised in the region. Preparations include completing the required administrative documents, providing five hectares of land which is now a local government asset, and financial support of IDR 16.5 billion for land maturation. ‘We are also prioritising the widening of access roads and the construction of a bridge to the PSEL site to ensure all project needs are met so construction can proceed on target,’ he said. He emphasised that the PSEL development is not merely about providing a waste processing facility but is a long-term solution to address the waste accumulation at the Burangkeng landfill, which is burdened by a daily waste production of 1,300 tonnes. ‘This is not just building a waste processing facility, but building a more modern, environmentally friendly, and sustainable waste management system. Therefore, all preparation stages must be carried out meticulously so the project implementation runs smoothly and provides optimal benefits for the people of Bekasi Regency,’ he said. Asep revealed that in the initial operational phase, the PSEL facility is targeted to process 1,000 tonnes of waste per day, with capacity to be gradually increased to optimal levels in line with the readiness of the transportation and operational systems. The presence of the PSEL facility with its modern, integrated, and sustainable waste management system is expected to reduce the volume of waste, which continues to rise alongside population growth and rapid industrial activity. ‘With a population now reaching 3.4 million people and thousands of operating companies, the PSEL facility is a long-term solution to the waste problem in Bekasi Regency,’ he said.
