Jakarta (ANTARA) - Badan Pengelola Investasi Daya Anagata Nusantara (Danantara Indonesia) is targeting the completion of the formation of a holding company for state-owned airlines in the first half of 2026.

The state-owned airline holding will consist of PT Garuda Indonesia (Persero) Tbk (GIAA), GIAA’s subsidiary PT Citilink Indonesia, and PT Pelita Air Service, which is a subsidiary of PT Pertamina (Persero).

Managing Director of Stakeholders Management at Danantara Indonesia, Rohan Hafas, in an Exclusive Group Interview at Wisma Danantara, Jakarta, on Thursday, explained that the formation of the state-owned airline holding will create efficiency and optimise the booking system of the three companies.

“The consolidation of Pelita, Citilink, and Garuda means one booking, one Garuda point, mileage, registration, and even seats can be exchanged. This will definitely be more efficient. So, it’s about optimising the booking system,” said Rohan.

In terms of increasing the number of aircraft, he added that with the merger of the three airlines, the problem of limited fleet experienced by each company can be resolved, especially if they have the same flight routes.

“The number of aircraft will be more if they merge. The same routes can be only 60 percent for each, but if combined, it can be 100 percent. For example, Surabaya is the most popular route. Citilink has Surabaya, Pelita has Surabaya, Garuda has Surabaya, why not have one flight?” said Rohan.

Along with the consolidation of the booking system and cooperation between the three companies, he hopes that it can generate additional revenue for the airlines, especially Garuda Indonesia, which is currently still struggling to achieve profits.

“Hopefully, it will be completed in the first half of 2026, because that is very crucial to generate extra income without adding aircraft,” said Rohan.

However, Rohan has not yet explained in detail the scheme of the holding company that will be formed and the operational cooperation that will be established between the three airlines.

“How it will be formed, whether it will be a merger or not, that is what we need to decide soon. Because it has to be calculated, it’s not just about merging or forming an alliance. Because it involves accounting and combining, it’s not easy,” said Rohan.

Previously, Chief Operating Officer of Danantara, Dony Oskaria, targeted the consolidation process of the state-owned airline holding to be completed in the first quarter of 2026.

In this scheme, Garuda Indonesia will be designated as the parent holding company.

“Garuda Indonesia will be the parent holding company. Underneath it will be Citilink and Pelita Air,” said Dony.
