Dadan and Associates Allegedly Appointed Own Foundations and Marked Up Motorcycle Procurement: The Modus Operandi of MBG Corruption Allegations
The Attorney General’s Office (Kejagung) has named three former officials of the National Nutrition Agency (BGN) as suspects in an alleged corruption case concerning the management of the Free Nutritious Meal (MBG) programme for the 202_–202_ period. The three individuals are the former Head of BGN, Dadan Hindayana (DH), the former Deputy Head of BGN for Organisational Development and Institutional Support, Lodewyk Pusung (LP), and the former Deputy Head of BGN for Nutritional Fulfilment Operations, Sony Sonjaya (SS).
“After a series of examinations of Mr DH, Mr SS, and Mr LP as witnesses, and based on sufficient evidence obtained by the investigative team, the investigators have named the three as suspects,” stated the Director of Investigation of the Attorney General’s Junior Vice President for Special Crimes (Jampidsus), Syarief Sulaeman Nahdi, at the Jampidsus Building, Jakarta, on Wednesday (3/6/2026).
Regarding the modus operandi, Syarief explained that the BGN appointed problematic foundations as partners for the Nutritional Fulfilment Service Units (SPPG). “The MBG programme should be managed independently by foundations in every school. However, the investigative team found facts that the appointed foundations actually became tools for crime because they are directly affiliated with BGN officials. They were nonetheless appointed by manipulating the verification process on the BGN partner portal through the intervention of the suspects,” Syarief revealed.
Furthermore, the three suspects are also accused of conducting unlawful procurement of goods and services within the BGN. “Mr DH, together with Mr SS and Mr LP, unlawfully intervened with the Commitment Making Officer (PPK) during the procurement process. Consequently, the Terms of Reference (KAK) for the procurement of goods and services in the BGN were not drafted according to actual field requirements, and price mark-ups occurred, leading to losses that undermine the operational implementation of the MBG,” Syarief explained.
The procurements indicated to involve corruption and price mark-ups include the procurement of 21,801 electric motorcycles totalling Rp 1 trillion, 32,000 pairs of shoes deemed non-compliant with regulations, 31,000 tablets suspected of being marked up, and 5,400 units of 75-inch televisions that were found to be inconsistent with procurement regulations.
Following their designation as suspects, the three former BGN executives will undergo detention for the next 20 days at the Salemba Detention Centre, under the jurisdiction of the Attorney General’s Office and the South Jakarta District Attorney’s Office.
On Wednesday morning, investigators from the Jampidsus of the Attorney General’s Office searched the National Nutrition Agency (BGN) office located in Central Jakarta. The search is part of the ongoing investigation into the alleged corruption in the management of the MBG programme.
