Jakarta (ANTARA) - Adhang Noegroho Adhi, Head of the Tanjung Priok Type A Main Customs and Excise Service Office, said his office is still investigating the case of five used Harley Davidson motorcycles and 20 frames imported from China.

“The entry of illegal goods such as these has the potential to damage the domestic market and the national automotive industry,” Adhang said in Jakarta on Wednesday.

According to him, the handling process is still at the administrative examination stage and has not yet been escalated to a criminal investigation. Customs has carried out document checks, summonses, and interviews with the parties concerned.

He said Customs is also strengthening synergy with the Tanjung Priok Port Police, the North Jakarta District Attorney’s Office, and other law enforcement agencies in monitoring the flow of imported goods at the port.

Adhang explained that in the used motorcycle import case, three importing companies are being examined: PT PAS, which imported two Harley Davidson units; PT TSS, which imported three Harley Davidson units; and PT HPM, which imported 20 motorcycle frames.

“We will continue to strengthen supervision at import entry points,” he said.

Adhang stated that all the goods have been designated as State-Controlled Goods (BDN). Customs will next coordinate with the Directorate General of State Assets (DJKN) of the Finance Ministry to determine the final status of the goods, whether they will be auctioned, destroyed, or transferred through another mechanism in accordance with regulations.

He said the value of the seized goods is still being assessed by the State Assets and Auction Service Office (KPKNL) and therefore cannot yet be announced.

Adhang emphasised that enforcement against illegal used motor vehicle imports is important to protect the national automotive industry from the entry of goods that violate regulations.

“We cannot yet confirm whether they will be auctioned or destroyed. We will first report to DJKN for guidance,” he said.

The case came to light after officers detected an anomaly in container scanner results on a container from China that was not properly declared in customs documents.

The results of intelligence analysis and scanning showed visual irregularities that prompted an in-depth physical examination, and officers found five used Harley-Davidson motorcycles in completely knocked down (CKD) condition.

The import of used motor vehicles violates Article 2 of the Minister of Trade Regulation Number 24 of 2025 concerning Policies and Regulations on the Import of Not-New Goods and Non-Hazardous and Non-Toxic Waste (Non-B3), which explicitly prohibits the import of used motor vehicles into Indonesian territory.

In addition to uncovering the CKD motorcycles, Tanjung Priok Customs also exposed an attempt to ship 20 used Harley Davidson motorcycle frames.

The method used was misdeclaration, in which the goods declared in the import notification documents did not match the actual contents of the container.
