Customs Foils Smuggling of Used Harley-Davidson Motorcycles at Tanjung Priok

The Directorate General of Customs and Excise, through its Tanjung Priok Customs Office, has successfully foiled the smuggling of used Harley-Davidson motorcycles and illegally imported vehicle frames. The seizures were the result of enforcement actions carried out throughout the 2025–2026 period at Tanjung Priok Port. Officers detected anomalies in the container scanning results for a shipment originating from China, which had been misdeclared in the import documents. A physical inspection uncovered five used Harley-Davidson motorcycles in a completely knocked down (CKD) condition. The importation of these used motor vehicles violates Article 2 of the Minister of Trade Regulation Number 24 of 2025 concerning Import Policies and Regulations for Non-New Goods and Non-Hazardous and Toxic Waste (Non-B3), which explicitly prohibits the import of used motor vehicles into Indonesian territory. In addition to the CKD motorcycles, officials in 2026 also uncovered an attempt to ship 20 used Harley-Davidson frames. The modus operandi involved misdeclaration, where the goods stated in the import documents did not match the actual contents of the container. The Tanjung Priok Customs Office affirmed it will continue to tighten supervision at this main gateway for international trade and take firm action against any customs and import trade violations to ensure legal compliance and a fair business climate in Indonesia. The successful enforcement was achieved through the optimal use of advanced, integrated container scanning technology at the Tanjung Priok Port temporary storage facility.
