Customs Assures Exports Will Proceed as Normal During DSI Transition

The Directorate General of Customs and Excise (DJBC) at the Ministry of Finance has confirmed that the export mechanism for several strategic natural resource commodities will continue as normal until the end of 2026, despite the government establishing PT Danantara Sumberdaya Indonesia (DSI).

Director of Communication and Service User Guidance at DJBC, Nirwala Dwi Heryanto, stated that Customs will continue to carry out its service and supervision functions for exports as it has done throughout the policy transition period.

“Customs is certainly still serving exports as usual. It remains the tax authority, but the transactions will later go through a single door. We are continuously cooperating with DSI on that as well,” Nirwala said when met in Jakarta on Tuesday.

He explained that during the transition period, which runs until 31 December 2026, exporters can still conduct export activities directly under the currently applicable mechanisms. The single-door export scheme change will only be fully implemented starting from 1 January 2027.

According to Nirwala, during the transition period, export declarations will also proceed as normal. The government will conduct an evaluation from August until the end of the year before the policy is made mandatory in 2027.

“In accordance with the stages, from last June until August, export declarations will remain as usual. Then from August until the end of the year, it will be evaluated. It covers many companies. The mandatory single door will be enforced from 1 January 2027,” Nirwala stated.

Once full implementation begins in 2027, the exporter status on customs documents will be transferred to DSI. Meanwhile, the company owning the goods will remain recorded as the owner of the exported commodities.

“At present, whoever the exporter is and whoever the owner of the goods is, in 2027 the exporter will be DSI. Whoever the owner of the goods is, they remain the actual exporter,” he added.

Nevertheless, he stressed that the customs service system used by exporters will not change. The CEISA 4.0 platform and the Indonesia National Single Window (INSW) will remain the main tools in the export service process.

The government previously established DSI as an instrument to implement the single-door export policy for several strategic natural resource commodities, namely coal, crude palm oil (CPO), and ferro alloy or iron alloys.

During the transition period running from 1 June to 31 December 2026, export activities are still carried out by respective companies. However, all exporters are required to report their export activities to DSI.

Subsequently, starting from 1 January 2027, DSI will become the sole exporter for these strategic commodities. Under this scheme, DSI will also play a role in setting sale prices and reasonable margin limits to improve national control over natural resource exports.
