Customs and Excise Revenue to Miss 2026 Target, Purbaya Explains Why

The government projects that actual customs and excise revenue by the end of 2026 will fall below the target, resulting in a shortfall. The estimated realisation of customs and excise revenue in 2026 is Rp320.6 trillion, or 95.4% of the 2026 state budget (APBN) target of Rp336 trillion. This means there will be a shortfall of Rp15.4 trillion. Finance Minister Purbaya Yudhi Sadewa explained that the potential shortfall in customs and excise collections takes into account commodity price fluctuations, which are heavily influenced by the unconducive global economic developments. “Commodity prices, if I’m not mistaken, were at their lowest. Although they have risen recently, they are not as high as last year,” he told reporters at the Juanda Building in Jakarta on Tuesday (21/7/2026). “Given the global conditions, which are sometimes good and sometimes not,” Purbaya added. On the occasion, Purbaya dismissed the notion that the projected customs and excise revenue shortfall was caused by the continued delay in implementing a levy on coal export duties. “Well, last year there was also no coal export duty, so it’s not because of that.” The discourse on imposing an export duty on coal commodities had actually surfaced since last year and was planned to be implemented starting this year. However, as the first semester concluded, the coal export duty has yet to be ratified. Minister of Energy and Mineral Resources (ESDM) Bahlil Lahadalia confirmed that no decision has been made regarding the plan to implement an export duty policy for coal. The government is currently still conducting a study to ensure that the regulation to be issued will not disrupt investment in the national mining sector. Bahlil has agreed with Finance Minister Purbaya Yudhi Sadewa to wait for the most appropriate formulation for the planned coal export duty policy.
