I hail the plan of the Jakarta Provincial Office of Tourism,
Post and Telecommunications to curb the usage of communication
radio equipment. I have great concerns over the use of radio
frequencies by amateur radio transmitters. In relation to this I
would like to give some suggestions.
* There are some members of society who operate communication
radio stations without permission from authorized body. Using the
term Bankom etc., the station is aimed at supporting security
systems of neighborhood communication, which is very positive.
The only problem is that the radio equipment used in the
system does not use one working frequency. So it is quite likely
the frequency is used in a wider band range. Besides which,
permission was obtained from unauthorized institutions such as
District Head, Village Head, Local Police Chief etc. As far as I
know, permission must be issued by the Division of Frequency
Control of the Department of Tourism, Post and
Telecommunications.
* The curbing of radio stations must not only involve those
that use a VHF (very high frequency) band but the coverage must
include UHF (ultra high frequency) and HF (high frequency). Today
many private stations are operating on HF. You can monitor the
frequency of 7 MHz. There also many illegal stations operating on
long distance frequencies which can be caught by overseas amateur
radio stations.
* Action should have been taken much earlier, when still in
the process of applying for permission. Permission for amateur
radios must be given to very selective stations, i.e. only those
who really want to experiment in radio electronics, not just a
lover of communication, because, as far as mentality development
is concerned, the former is easier to deal with than the latter.
