Culture Ministry: 2025 Cultural Development Index Exceeds Target

Jakarta (ANTARA) - The Ministry of Culture recorded a Cultural Development Index (IPK) of 59.98 in 2025, surpassing the target of 58.39, with the largest increase in the socio-cultural resilience dimension.

Deputy Minister of Culture Giring Ganesha said the achievement was attained in the first year of the Ministry of Culture standing as its own reporting entity. Therefore, the performance report for the 2025 fiscal year will serve as the baseline for measuring the ministry’s performance in the years ahead.

“The year 2025 becomes the baseline for all of us for financial and performance reporting going forward,” Giring said during a working meeting with Commission X of the House of Representatives (DPR RI) at the Parliamentary Complex in Senayan, Jakarta, on Thursday.

He said the 2025 IPK achievement rose by 2.85 points compared with the previous year, which was recorded at 57.13. The highest improvement occurred in the socio-cultural resilience dimension.

“This achievement reflects that the cultural preservation and advancement efforts we have undertaken are beginning to yield measurable results in the field,” he said.

“We recognise the need for even greater collaboration between the Ministry of Culture as the upstream, the Ministry of Tourism and the Ministry of Creative Economy as the downstream, along with collaboration with relevant parties such as the private sector and cultural economy actors,” he said.

In addition to recording the IPK achievement, the Ministry of Culture also booked a Bureaucratic Reform Index of 84.29 against a target of 89.13. Giring said the ministry will continue to improve its governance to make it more participatory, adaptive, transparent, and accountable through an integrated, digitally driven and data-based cultural governance transformation.

Chair of Commission X of the DPR RI, Hetifah Sjaifudian, appreciated the Ministry of Culture’s achievements in its first year of standing as a separate ministry. However, she asked the ministry to continue strengthening its internal control system and accelerate bureaucratic reform in line with growing institutional responsibilities.

“As the first year standing independently, high spending realisation and increased non-tax state revenue (PNBP) form a good foundation. However, strengthen the internal control system and accelerate bureaucratic reform in line with the ministry’s increasing responsibilities,” Hetifah said.
