Culture Ministry: 2025 Cultural Development Index Exceeds Target

The Ministry of Culture recorded that the 2025 Cultural Development Index (IPK) reached 59.98, exceeding the target of 58.39, with the highest increase in the socio-cultural resilience dimension. Deputy Minister of Culture Giring Ganesha stated that this achievement was attained in the first year the Ministry of Culture operated as a separate reporting entity. Therefore, the 2025 fiscal year performance report will serve as a baseline for measuring the ministry’s performance in subsequent years. “2025 will be the baseline for all of us for future financial and performance reporting,” Giring said during a working meeting with House of Representatives Commission X at the Parliament Complex in Senayan, Jakarta, on Thursday. He noted that the 2025 IPK achievement increased by 2.85 points compared to the previous year’s figure of 57.13. The highest increase occurred in the socio-cultural resilience dimension. “This achievement reflects that our efforts in cultural preservation and advancement are beginning to yield measurable results on the ground,” he said. “We recognise the need for even greater collaboration between the Ministry of Culture as the upstream, the Ministry of Tourism and the Ministry of Creative Economy as the downstream, along with collaboration with relevant parties such as the private sector and cultural economy actors,” he added. In addition to recording the IPK achievement, the Ministry of Culture also posted a Bureaucratic Reform Index of 84.29 against a target of 89.13. Giring stated that the ministry will continue to improve governance to be more participatory, adaptive, transparent, and accountable through a digitally integrated and data-based cultural governance transformation. Chair of House Commission X Hetifah Sjaifudian appreciated the Ministry of Culture’s achievements in its first year as an independent ministry. However, she urged the ministry to continue strengthening its internal control system and accelerate bureaucratic reform in line with its increasing institutional responsibilities. “As the first year of standing independently, high budget realisation and increased Non-Tax State Revenue are a good foundation. However, strengthen the internal control system and accelerate bureaucratic reform in line with the ministry’s increased responsibilities,” Hetifah said.
