Cuba’s ruling Communist Party has officially approved a package of emergency economic reforms that introduce unprecedented free-market measures, as the island nation struggles under escalating pressure from the United States and the European Union. The decision was confirmed during a party session on Thursday.

“Cuba has resisted heroically and creatively, but has endured a barbaric, undeserved, and unbearable punishment for too long, which is now compounded by the threat of military aggression,” President Miguel Díaz-Canel stated in his closing speech to the party plenum.

The radical policy shift is a direct response to widespread public protests that erupted in Havana neighbourhoods over prolonged and severe blackouts. The internal unrest coincides with heightened international pressure after Washington imposed new sanctions and the EU Parliament passed a resolution condemning systematic repression by the Cuban government. The EU also called for sanctions targeting President Díaz-Canel and senior officials of GAESA, a powerful business conglomerate run by the Revolutionary Armed Forces.

Facing this dual crisis, the confidential reform document will be submitted to Cuba’s National Assembly for ratification. It outlines plans to expand opportunities for private enterprise and grant greater autonomy to state-owned companies and local governments. Díaz-Canel acknowledged that the emergency package draws heavily on the successful economic transformations of China and Vietnam, which integrated market-oriented reforms while preserving single-party political control.

Meanwhile, US Vice President JD Vance indicated that Washington is closely watching developments in Havana, stating that the US is prepared to improve bilateral relations if the Cuban government makes “smart decisions.”
