Jakarta — The Indonesian government has established provisions enabling state civil servants (aparatur sipil negara, ASN), including public employees (PNS), to become military reserve components (komcad) in support of national defence efforts.

This is stipulated in a letter from the Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB), Rini Widyantini, numbered B/22/M.SM.00.00/2026 dated 20 February 2026, addressed to ministers of the Red and White Cabinet.

“We have coordinated with the Ministry of Defence and related ministries and agencies to meet the requirements for Military Reserve Components (Komcad) from the civil servant sector,” said Mohammad Averrouce, Head of the Data, Communication and Public Information Bureau at the PANRB Ministry, on Friday (27 February 2026).

However, not all civil servants automatically become komcad. Averrouce explained that civil servant participation in komcad is selective, voluntary, and must meet specific requirements in accordance with applicable regulations.

The PANRB ministerial letter also specifies several requirements for civil servants who can be recommended to participate in military training (Latsarmil) for Komcad, organised by the Ministry of Defence. The requirements are as follows:

  1. Minimum age of 18 years and maximum age of 35 years

  2. Sound physical and mental health

  3. No criminal record issued in writing by the Indonesian National Police

  4. The number of civil servants sent must comply with the attached quota

Civil servants who pass administrative and competency screening as komcad candidates must undergo 45 days (1.5 months) of military training and will receive allowances, personal field equipment, healthcare services, and work accident insurance and death benefits protection.

“They continue to receive their salaries, performance allowances and position allowances, as if carrying out official duties at their respective agencies,” as stated in the circulated PANRB ministerial letter.

Civil servants participating in komcad military training will also receive 300 hours of learning (JP) in competency development in accordance with Government Regulation 17/2020 concerning Civil Servant Management, fulfilling the requirement for the Civil Servant Professionalism Index (IP), which mandates 20 JP annually.

From a career development perspective, Personnel Development Officials (PPK) or Talent Committees can provide positive consideration with higher performance ratings as recognition of competence and capability when conducting talent classification for civil servants designated as komcad, opening opportunities for career and talent development and enabling them to become role models for other civil servants.

The komcad quota for each institution is detailed in the PANRB ministerial letter, with 49 Red and White Cabinet ministries assigned a total quota of 4,400 personnel, divided into two cohorts of 2,200 each.

Brigadier General Rico Ricardo Sirait, Information Communication Officer of the Ministry of Defence Secretariat General, stated that training for civil servants becoming komcad will be divided into two cohorts, with each cohort accommodating 2,000 civil servants, to commence in April 2026.

“So the first cohort will be 2,000 personnel, then conducted over one and a half months. The second cohort of 2,000 personnel will follow in the next one and a half months,” he said.
