Creative Economy and Tourism Ministries Conduct Competency Tests for Officials
The Ministry of Creative Economy/Creative Economy Agency (Ekraf), in collaboration with the Ministry of Tourism, is organising a Mandatory Competency Test for the Functional Position of Adyatama in Tourism and Creative Economy for 2026. The initiative aims to strengthen the quality of the state civil apparatus (ASN) to be professional, competent, and ready to support the development of the creative economy as a new engine for national economic growth. Secretary of the Ministry of Creative Economy, Dessy Ruhati, stated that the competency test is not merely an administrative stage but a crucial instrument to ensure every functional official possesses the competence, integrity, capacity, and professionalism required by the organisation. “The implementation of this mandatory competency test has a very strategic meaning. It is not just an administrative stage or a formality for promotion, but an instrument that ensures every functional official has competence, integrity, capacity, and professionalism in accordance with job standards and professional needs,” Dessy said in a statement received in Jakarta on Wednesday. The competency test, taking place from 7 to 9 July 2026, is being attended by 46 participants who passed the administrative selection, consisting of 22 participants seeking promotion and 24 participants transferring from other positions. This activity implements Law Number 20 of 2023 concerning State Civil Apparatus and the Minister of Administrative and Bureaucratic Reform Regulation Number 1 of 2023 concerning Functional Positions, which emphasises the importance of competence, performance, and organisational needs as the basis for ASN career development. Dessy added that the transformation of the Ministry of Creative Economy requires apparatuses who are capable of thinking strategically, generating innovation, and providing real solutions for the community. She stressed that functional officials must appear as professional leaders capable of driving change. “Do not just be oriented towards completing tasks. Change into apparatuses who are oriented towards results, benefits, and impact. Do not just be implementers of activities, but become creators of solutions. Do not just produce reports, but produce policy recommendations, innovations, and reforms that can strengthen Indonesia’s creative economy ecosystem,” Dessy asserted. Meanwhile, the Head of the Centre for Creative Economy Human Resources Development, R. Adi Mukhtar Rivai, explained that all stages of the implementation had been prepared comprehensively, from the registration process, administrative verification, pre-competency tests, to the appointment of an assessment team from elements of the Ministry of Creative Economy and the Ministry of Tourism. Participants will undergo a series of competency tests through case studies, presentations according to their job levels, and Competency Based Interviews (CBI). “We have prepared the entire series of competency test implementations systematically, including the formation of a cross-ministerial assessment team so that the assessment process takes place objectively, professionally, and in accordance with applicable regulations,” explained Adi Rivai. In line with this, the Deputy for Resources and Institutions at the Ministry of Tourism, Martini Mohamad Paham, appreciated the synergy established in organising this competency test and sees it as a momentum of opportunity for participants to develop their careers while improving the quality of public services. She also expressed hope that this activity would become a sustainable collaboration between the Ministry of Creative Economy and the Ministry of Tourism to maintain and manage the creative economy and tourism sectors. Through the implementation of this competency test, the Ministry of Creative Economy hopes to produce Adyatama functional officials who possess superior competence, integrity, are adaptive to change, and are capable of driving policy development and Indonesia’s creative economy ecosystem towards the Golden Indonesia 2045 vision.
