Councilors want authorities to protect city property

JAKARTA (JP): Councilors have asked city administration to
resolve a problem concerning the setting-up of fences, by the
developer PT Al, around city assets in Kelapa Gading, North
Jakarta.

Vice speaker of City Council, Ismunandar told reporters
yesterday that the matter should be cleared up because the
developer is violating a regulation.

Pos Kota daily reported that PT Al has built fences around
2.2 hectares of land in Kelapa Gading, North Jakarta, which has
been given to city administration by PT Sumarecon Agung.

Developers who own land appropriation permits are obliged to
give 20 percent of their total lands to the city administration
to be used for the construction of public and social facilities.

Bahriyoen Soetjipto, a member of the City Council's
Commission D, which is in charge of development affairs, told
reporters that according to a report the 2.2 hectares of land has
been handed over to the city administration to fulfill PT
Sumarecon Agung's obligation.

"The land belongs to the city administration and PT Al has
no right to build fences at the location," Bahriyoen said, adding
that the city administration should protect its assets by giving
more authority to each mayoralty in managing the assets.

He also explained that PT Sumarecon Agung has been known as
a an errant developer.

"PT Sumarecon Agung has control of approximately 400
hectares of land, which are divided in 10 land appropriation
permits, and it has not yet fulfilled its obligation to provide
social and public facilities," Bahriyoen said.

Bahriyoen said there are many developers who have not
complied with the regulation.

"The city administration should be firmer in enforcing the
regulation," he said. "City council is considering forcing
developers to obey the regulation by giving the land certificate
to the city administration before the developers start their
projects," Bahriyoen said. (yns)
