Cost of naturalization

From Kompas

It has only been two months since I became a naturalized Indonesian. The act requires a change of my alien ID card into an Indonesian one (KTP).

I feel that I was given different treatment compared with other KTP holders, although I met all the requirements.

A cousin of mine went to the office of Jatinegara Village Chief, Cakung district, East Jakarta, to help me out with the KTP change. I was shocked to learn that to convert an foreign ID card into an Indonesian KTP, the fee was Rp. 15,000.

Previously, the same cousin was charged Rp. 5,000 for his mother's KTP, to replace the one she had lost.

Why is the difference between the fee for a KTP conversion and renewal? Is the fee really that high?

I'd appreciate an explanation from the authorities.
