Corruption inmate case roaming in Kendari cafe must be thoroughly investigated
Jakarta (ANTARA) - Vice-Chairman of DPR RI Commission XIII Andreas Hugo Pareira stated that the case of a corruption inmate wandering outside the Detention Centre to a cafe in Kendari, Southeast Sulawesi, must be investigated thoroughly. “Cases of inmates wandering outside prisons or detention centres usually occur because prison or detention staff are bribed, so the individual concerned needs special sanctions; it must be investigated thoroughly,” Andreas said in Jakarta on Friday. Previously, a corruption inmate named Supriadi was seen relaxing at a coffee shop with detention staff, which went viral on social media. He assessed that the issue needs to be followed up further, so it is not enough to just examine the staff, but a comprehensive evaluation of the mechanisms for exit permissions, inmate escorts, and risk-based supervision standards is also required. “Because if supervision only stops at individual sanctions, the root institutional problems will not be addressed,” he said. On the other hand, he believes there must be firmness in the correctional system, especially regarding the firmness between inmates’ procedural rights and the space that can create perceptions of special treatment for inmates by staff. “In correctional governance, every movement of inmates outside the detention centre should be within precise security parameters,” he said. The case emerged after a video recording showing Supriadi relaxing at a cafe after attending a Case Review (PK) hearing at the Kendari District Court went viral on social media. Although under the escort of detention staff or guards, the inmate was proven to have violated the exit procedures from the detention centre. As a result, the Southeast Sulawesi Regional Office of the Directorate General of Corrections deactivated the Head of Kendari Class II A Detention Centre, Rikie Umbaran, from his position as a consequence of the case. Not only that, Supriadi was also transferred to LP Nusakambangan.
