Corruption in Prayer Robe Procurement: Two Former West Lombok Social Services Officials Face One-Year Prison Sentence
Two former heads of division (Kabid) at the West Lombok Social Services Department (Dinsos), West Nusa Tenggara (NTB), have been facing a one-year prison sentence following corruption related to the procurement of prayer robes (mukena) and sarongs. The procurement was intended for the West Lombok Regional House of Representatives (DPRD).
The two defendants are Dewi Dahliana, the former Head of Social Rehabilitation, and Muh Zakaki, the former Head of Social Empowerment. During the trial at the Mataram Corruption Court on Monday (8/6/2026), Public Prosecutor Mila Melinda requested that the court impose a one-year prison term for both individuals, minus time already served in detention.
In addition to the prison sentence, the prosecution is seeking a fine of Rp 50 million for each defendant, with a subsidiary prison sentence of 50 days if the fine is not paid. The prosecution found that while the defendants were not proven guilty of the primary indictment, they were found legally and convincingly guilty of violating Article 604 of Law Number 1 of 2023 regarding the Criminal Code (KUHP) in conjunction with Article 20 letter c of the same law.
The case involves the procurement of sarongs and prayer robes alongside partners Rusandi and Ahmad Zainuri, members of the West Lombok DPRD. The prosecution’s demands for Rusandi and Ahmad Zainuri have yet to be read.
The corruption originated from the 2024 budget of the West Lombok Social Services, which allocated Rp 22.2 billion for various goods to be distributed to the public across 143 activities. Of these, 100 activities were part of the ‘Pokir’ (Constituency Aspirations) of West Lombok DPRD members. The specific packages involving the four individuals involved a fund ceiling of Rp 2 billion, split between the Social Empowerment Division (8 packages) and the Social Rehabilitation Division (2 packages).
The procurement process violated the law, resulting in state losses of Rp 1.7 billion. Muh Zakaki, acting as the Commitment Making Officer (PPK) and Budget User Proxy (KPA), failed to conduct price surveys when preparing the Estimated Self-Price (HPS), relying solely on existing budget availability and 2023 regional price standards. Consequently, contract prices were significantly higher than market rates.
Furthermore, Zakaki was found to have manipulated the winner selection by directly appointing a specific provider, Rusandi, in collaboration with Ahmad Zainuri. He also failed to oversee contract implementation, leading to work that did not meet contract specifications, and approved payments to providers who had not completed their tasks. According to the West Lombok Inspectorate, the state losses amounted to Rp 1.7 billion, although Rp 90 million from Rusandi and Rp 1.08 billion from Ahmad Zainuri have been returned to the state through the prosecutor’s office.
