Corrections Directorate Affirms Prison Padlocks Meet Specialised Security Standards

The Directorate General of Corrections (Ditjenpas) has emphasised that the padlocks used in correctional facilities are not ordinary commercial padlocks, but rather security devices with special specifications designed to meet high security standards within prisons and detention centres. Ditjenpas spokesperson Rika Aprianti explained that, according to the procurement team, the acquisition of padlocks is based on technical standards regulated in the Director General of Corrections Decree Number PAS-499.PK.02.03.01 of 2015 concerning Standards for Evaluating Prison/Detention Centre Occupancy. According to Rika, each padlock must meet strict requirements, including being made of high-strength metal, resistant to corrosion, not easily damaged, and possessing a key system that is difficult to duplicate. Before being approved, the product must also undergo specification assessment and strength testing to ensure it is suitable for use in high-risk correctional facilities. “What is procured is not a padlock for general use. The specifications are specially designed to support the security system in prisons and detention centres, so they must meet the established technical standards,” Rika said in a written statement received on Saturday. She also confirmed that the entire procurement process for the 2024 and 2025 fiscal years was carried out through the e-purchasing mechanism on the National Public Procurement Agency’s (LKPP) electronic catalogue, in accordance with Presidential Regulation Number 16 of 2018 as amended by Presidential Regulation Number 12 of 2021 and applicable LKPP regulations. “This method was chosen because it is more transparent, electronically documented, and allows for product selection based on predetermined technical specifications without neglecting the principle of accountability,” she stated. Rika added that prior to procurement, Ditjenpas first calculates the actual needs based on security points, the condition of existing padlocks, replacement requirements, and the urgency of security in residential rooms, blocks, warehouses, and other strategic areas. Upon receipt of the goods, a thorough inspection of quantity, specifications, physical condition, locking function, and key completeness is conducted before the handover and payment process. Thus, Ditjenpas ensures that the procurement of padlocks is carried out based on operational needs, meets correctional security standards, and follows a transparent, efficient, and accountable government procurement mechanism.
