'Cops, jockeys and 'ojek' to benefit from 3-in-1'

Governor Sutiyoso will issue on Saturday a decree to extend the
three-in-one traffic policy along the busway route, from Blok M
in South Jakarta to Kota in West Jakarta, from 6:30 a.m. to 8
p.m. The Jakarta Post asked some people whether they felt the new
policy would help ease traffic jams.
Amin, 40, is an ojek (motorcycle taxi) driver. He lives in
Gelora, Central Jakarta, with his wife and two children:
I think the extension of the three-in-one policy until 8 p.m.
will bring a lot of good things. For one, I hope there will be
more ojek users. It will definitely bring a bigger fortune to
ojek drivers.
Second, the extension will also hopefully reduce traffic jams
in this overcrowded city. So, there won't be one car with only
the driver on the road.
Another good thing is that it will provide jobs for the
unemployed, you know, by working as a joki (a person paid to
accompany a driver in the three-in-one zone). And the police
shouldn't arrest them either because they are only making a
living.
This will probably give the police more income too since they
will get bribes from those violating the policy. The police will
"party".
Andre, 30, is a driver and lives with his family in Kedoya,
West Jakarta:
Three-in-one? I never consider it as a big problem, cause I
can always find alternative roads so I don't have to pass the
routes.
It's better to find alternative routes than to hire strangers
as joki.
Not all people are nice, some of them take the opportunity to
commit crimes, like robbery. But, in an emergency, I would
consider asking a joki to ride in the car.
I don't think the policy will be effective in lessening
traffic congestion, unless companies provide buses that could
accommodate about 60 or more of their employees.
