Coordinating Ministry to Oversee Revision of Aceh Governance Law
Jakarta (ANTARA) — The Coordinating Ministry for Legal Affairs, Human Rights, Immigration and Corrections is prepared to guide the deliberation process for the Bill Amending Law Number 11 of 2006 on Aceh Governance in accordance with the mechanism for forming laws and regulations.
When receiving an audience from the Aceh Regional House of Representatives (DPRA) in Jakarta on Thursday (16 July), Coordinating Minister Yusril Ihza Mahendra explained that after the House of Representatives (DPR RI) submits the bill to the President, the government will prepare a presidential letter to appoint the ministry representing the government in its deliberation alongside the DPR.
“In principle, in line with the ministry’s duties, we will provide guidance on legal development issues. Once the draft is submitted to the President, we are ready to facilitate coordination in forming the government team to inventory the various issues to be discussed with the DPR,” Yusril said, as confirmed in Jakarta on Friday.
He added that the ministry would also study in depth the substance of the amendments, particularly regarding the Special Autonomy Fund, the timeframe of its enforcement, and the regulation of regional authorities so that they align with the special autonomy system in force in Indonesia.
Yusril also appreciated the good communication that has been maintained between the Aceh Government, the DPRA and the central government.
According to him, intensive coordination is key to resolving various strategic issues related to Aceh’s special status.
The Coordinating Minister also conveyed his plan to visit Aceh again in August.
He reminded the importance of resolving various issues through the correct legal approach, as seen in the resolution of the Blang Padang waqf land status, which was successfully settled through the waqf confirmation mechanism at the Religious Court.
He affirmed that the ministry would continue to open up coordination space with all stakeholders to support the smooth deliberation of the Aceh Governance Law revision and to maintain legal development in Aceh constructively.
On that occasion, Deputy Speaker II of the DPRA, Ali Basrah, conveyed the latest developments in the revision deliberations.
He explained that the proposed amendment to the law has been designated a Priority National Legislation Programme since September 2025, and the Aceh DPRA has submitted the revised draft to the government through the Minister of Home Affairs.
He noted that deliberations in the DPR RI’s Legislative Body have developed from eight proposed amendments into 28 articles to be revised.
The DPRA hopes the process can soon enter the plenary session stage at the DPR RI so that deliberations can continue together with the government.
In addition, the DPRA also highlighted the importance of strengthening the Aceh Government’s authority, certainty regarding the Special Autonomy Fund, and the need to harmonise norms, standards, procedures and criteria so that the government’s derivative regulations do not conflict with the qanun in force in Aceh.
