Coordinating Ministry for Food Urges Ministries to Finalise Carbon Trading Regulations
The Coordinating Ministry for Food has requested that relevant ministries and agencies which have not yet completed derivative regulations for carbon trading to finalise them immediately in order to optimise the nation’s green economy potential. Coordinating Minister for Food Zulkifli Hasan stated during a press conference in Jakarta on Thursday that the completion of these regulations needs to be carried out in parallel so that implementation on the ground can proceed swiftly, especially since the integrated carbon trading implementation procedures can now be settled. The government announced one such instrument, the Carbon Unit Registry System (SRUK), which officially came into effect today. SRUK is a direct mandate from Presidential Regulation 110/2025 concerning the Implementation of Carbon Economic Value Instruments and National Greenhouse Gas Emission Control. “This is a directive and order from President Prabowo Subianto. It is cross-sectoral, across ministries, various agencies, and meets international standards, which we launched earlier,” he said. He mentioned that currently, supporting regulations from the Financial Services Authority (OJK), the Ministry of Environment, and the Ministry of Forestry have reportedly been completed and are ready to serve as the operational legal umbrella. In fact, the forestry sector has already taken the lead by conducting carbon trading activities since 6 July, following the issuance of permits for four Forest Utilisation Business Permits (PBPH). According to him, the implementation of carbon trading does not have to wait for all regulations to be completed simultaneously; rather, sectors that are ready can immediately execute their operational programmes. The vertical agencies that have not yet completed the derivative regulations in the form of ministerial regulations are the Ministry of Energy and Mineral Resources, the Ministry of Agriculture, and the Ministry of Marine Affairs and Fisheries. Zulkifli expressed optimism that if the regulations from these three ministries can be finalised soon, Indonesia’s carbon trading ecosystem and commercial chain will be fully and comprehensively integrated. “Those whose ministerial regulations are finished can proceed, and the others that are not yet finished can catch up. If Energy, Agriculture, and Marine Affairs are completed, then everything will be settled,” he stated.
