Coordinating Ministry for Economic Affairs Claims Optimal Realisation of Stimulus Package

The Coordinating Ministry for Economic Affairs (Kemenko Perekonomian) has claimed that the implementation of the Semester II 2026 Economic Stimulus Package, in the form of transport tariff incentives and discounts, is proceeding well, with public uptake of the programme considered quite optimal. “This shows that the stimulus is able to provide benefits that are directly felt by the public,” said Haryo Limanseto, spokesperson for the Coordinating Ministry for Economic Affairs, in a written statement on Tuesday, 7 July 2026. Haryo stated that the transport incentive and discount policy is aimed at encouraging the public to travel during the school holidays, thereby driving economic activity in various regions. According to him, the train fare discount programme had been utilised by 1,303,191 passengers as of 5 July 2026. This figure reached 110 per cent of the target of 1,174,624 passengers and increased by 13 per cent compared to the realisation in the same period in 2025, which was recorded at 1,152,581 passengers. Haryo said the government allocated a budget of Rp 90.9 billion for the programme. A 30 per cent discount was given on non-public service obligation (non-PSO) economy class train services covering 150 regular train journeys and 26 additional journeys. Meanwhile, the sea transport fare discount programme had been utilised by 481,503 passengers as of 6 July 2026, or about 69 per cent of the target of 693,690 passengers. The budget realisation for this programme reached Rp 46.9 billion. Haryo noted that this achievement still has the potential to increase as the programme runs until 15 August 2026. Furthermore, based on boarding data, the ferry transport incentive programme had been utilised by 1,125,088 passengers as of 5 July 2026, reaching 93.25 per cent of the target of 1,206,585 passengers. This number consisted of 959,880 passengers using 360,141 vehicles and 165,208 foot passengers. Haryo explained that the government provided an exemption on port service fees, equivalent to a discount of approximately 21.11 per cent of the ferry ticket price. This incentive was given to foot passengers, two-wheeled vehicle users, and private vehicle users at 14 ferry ports on seven routes managed by PT ASDP Indonesia Ferry. The transport discount programme is part of the Semester II 2026 Economic Stimulus Package announced by the government. During the school holiday period, the government provided a 30 per cent discount on train tickets from 20 June to 5 July 2026, a 30 per cent discount on Pelni ship base fares from 20 June to 15 August 2026, an exemption on ASDP port service fees from 20 June to 5 July 2026, and a 100 per cent Government-borne Value Added Tax (PPN DTP) subsidy for scheduled domestic economy class flight tickets.
