Coordinating Ministry for Downstreaming Formed: Will Rosan Fall Under Bahlil's Command?
President Prabowo Subianto has formed the Coordinating Ministry for Downstreaming and Energy Transition, which is currently led by Bahlil Lahadalia.
However, the specific duties of this Coordinating Ministry remain unclear, and it has yet to be determined which ministries will operate under its supervision. The Minister of Investment and Downstreaming/Head of BKPM, Rosan Roeslani, stated that he is unsure whether he will be required to report investment and downstream progress to Bahlil in the future.
His office is currently awaiting a presidential decision regarding the division of labour following the creation of the Coordinating Ministry. “We are simply waiting for further instructions,” Rosan said at the Grand Ballroom Kempinski, Jakarta, on Tuesday (6/10/2026).
Currently, the Ministry of Investment and Downstreaming/BKPM remains under the command of the Coordinating Ministry for Economic Affairs. Rosan emphasised that even if a transfer of authority occurs in the future, coordination regarding investment and downstreaming will remain robust. “The important thing is that we maintain good coordination,” he added briefly.
Previously, Bahlil noted that the formation of the Coordinating Ministry for Downstreaming and Energy Transition was prompted by uncertain global geopolitical conditions and the dynamics of the world economy, which demand the use of clean energy. He mentioned that President Prabowo Subianto views priority programmes related to downstreaming and energy transition as vital expressions of global commitment to the Paris Agreement.
“Therefore, this cannot be done partially; it must be carried out comprehensively, measurably, and in a way that truly achieves the targets commanded by the President,” Bahlil stated during a press conference at the Ministry of Energy and Mineral Resources.
