Coordinating Minister Yusril Affirms Presidential Regulation 111/2025 Is Not Specific LGBTQ Regulation

Coordinating Minister for Law, Human Rights, Immigration, and Corrections Yusril Ihza Mahendra has stressed that Presidential Regulation Number 111 of 2025 concerning the General Policy on State Defence for 2025–2029 is not a regulation that specifically governs Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ) issues. ‘This regulation must be understood comprehensively as a guideline for state defence policy. The Presidential Regulation is a follow-up to Law Number 3 of 2002 on State Defence,’ Yusril said when confirmed in Jakarta on Thursday. Yusril explained that within the general state defence policy, the government categorises threats to national resilience into three groups: military threats, non-military threats, and hybrid threats. According to him, LGBTQ is merely one element mentioned within the context of non-military threats to the nation’s existence. Yusril stated that non-military threats have a broad scope, not only relating to social and cultural issues but also encompassing natural disasters, disease outbreaks, global warming, the spread of atheism, and other ideologies that contradict Pancasila. He therefore urged the public not to interpret Presidential Regulation Number 111 of 2025 based on a single issue alone, as the state defence policy covers various aspects, including ideological, social, and cultural resilience, as well as the mindset of society. He explained that military threats involve the use of armed force, whether originating from abroad or domestically.
