Coordinating Minister for Human Development and Culture: Overseeing Post-Disaster Rehabilitation and Reconstruction Budgets in Sumatra

The Coordinating Ministry for Human Development and Culture (Kemenko PMK) has emphasised the importance of overseeing the post-disaster rehabilitation and reconstruction budget in Aceh, North Sumatra, and West Sumatra, so that the programmes that have been drawn up can be immediately realised on the ground.

“Most of the budget for ministries/agencies has been disbursed, while some is still in process. But what we need to oversee is not only the budget disbursement, but also how the programme can be implemented as quickly as possible in the field,” said Coordinating Minister Pratikno after chairing a meeting of the Post-Disaster Rehabilitation and Reconstruction Task Force Steering Committee in Jakarta on Thursday.

Pratikno explained that the meeting discussed in detail the progress of post-disaster rehabilitation and reconstruction handling in the three provinces, including reviewing the progress of each issue based on the master plan established by the Steering Committee in May 2026.

According to him, the master plan has been submitted to the Minister of Finance and accompanied by a letter from the Minister of State Secretary to obtain approval through a presidential directive.

However, the government is not only focusing on the aspect of budget distribution, but also ensuring that programme implementation runs effectively and provides a real impact for communities affected by the disaster.

In addition to handling by the central government through technical ministries and the National Disaster Management Agency (BNPB), the Task Force led by Minister of Home Affairs Tito Karnavian is encouraging local governments to optimise the use of Transfers to Regions (TKD).

In the meeting, the Steering Committee also discussed strengthening the accountability aspect through enhanced supervision, monitoring, and reporting of programme implementation.

Pratikno said this step is not solely to fulfil the principle of budget management accountability, but also to ensure there is no overlap of programmes and to prevent any critical needs from being overlooked in the handling process.

According to him, synchronisation and synergy between agencies are important factors to guarantee the effectiveness of post-disaster rehabilitation and reconstruction programme implementation in the three provinces.

“This synchronisation and synergy is what we continue to push for in handling post-disaster rehabilitation and reconstruction,” said Pratikno.
