Coordinating Minister Darmin Finalises Plan to Move OSS Services to BKPM Office

Coordinating Minister for Economic Affairs Darmin Nasution held a coordination meeting with the Head of the Investment Coordinating Board (BKPM), Thomas Lembong, at his office in Jakarta. The meeting discussed plans to transfer the Online Single Submission (OSS) system, which will be moved to the BKPM office.

“We only discussed the OSS transfer process. Tomorrow afternoon there will be a press release from the Coordinating Ministry for Economic Affairs and BKPM explaining the process of transferring the services from the ministry to BKPM,” he said after the meeting at the Coordinating Ministry for Economic Affairs in Jakarta on Thursday (20/12).

“So the service desks, the level of service, the queuing system — all of that will move to BKPM in the near future,” he added.

Lembong said that while awaiting the transfer process, the Coordinating Ministry and his office were also carrying out several transition measures, such as refining the OSS software. “So the transfer will be gradual, but it will be explained in more detail tomorrow,” he added.

As is known, the Government will soon move the Online Single Submission (OSS) system to the Investment Coordinating Board (BKPM) office on 2 January 2019. The OSS is currently housed at the Coordinating Ministry for Economic Affairs.

“What we will hand over as of 2 January is only the operational side of the OSS service system, along with its supporting operations,” said Susiwijono Moegiarso, Secretary of the Coordinating Ministry for Economic Affairs, at his office.

Nevertheless, Susiwijono emphasised that policy aspects would remain with the Coordinating Ministry for Economic Affairs under Darmin Nasution, such as regulation across ministries and agencies (omnibus law), business aspects, case resolution, and integration with regional governments.

“Its development is long — integration with non-tax state revenues, the payment system, there is still much development ahead. Operations move to BKPM on 2 January, but of those four aspects, only operations will be transferred to BKPM; the rest stay with the Coordinating Minister. And it is not only OSS — Presidential Instruction No. 7 stipulates that all cross-ministerial policies must sit with the Coordinating Ministry,” he concluded.
