Coordinating Minister AHY Appointed Chair of Jakarta-Bandung High-Speed Rail Committee, Prioritises Financial Restructuring
President Prabowo Subianto has officially established the Jakarta-Bandung High-Speed Rail Committee through Presidential Regulation (Perpres) No. 29 of 2026. Under the regulation, President appointed the Coordinating Minister for Infrastructure and Regional Development (Menko IPK), Agus Harimurti Yudhoyono (AHY), as the Committee Chairman.
Perpres No. 29 of 2026 is the second amendment to Perpres No. 107 of 2015 on the Acceleration of Jakarta-Bandung High-Speed Rail Infrastructure and Facilities. The regulation was signed by President Prabowo on 12 May 2026.
“The Presidential Regulation establishes the Jakarta-Bandung High-Speed Rail Committee, hereinafter referred to as the Committee,” states the regulation as cited in Jakarta on Sunday, 30 May 2026.
AHY will be assisted by the Coordinating Minister for Economic Affairs as Vice Chairman. The Committee also includes ministers and heads of strategic institutions as members, including BP BUMN and Danantara, whose presence in the committee structure marks a new phase in state investment management for the high-speed rail project, aiming to strengthen funding synergy and governance of involved state-owned enterprises.
Coordinating Minister for Infrastructure and Regional Development Agus Harimurti Yudhoyono (AHY) stated that President Prabowo’s mandate is clear: to ensure the sustainability of this national strategic project. The government is currently focusing on discussing the financial restructuring plan for Whoosh.
AHY emphasised that the state must step in and take responsibility to ensure the project’s financial health. Restructuring is an absolute prerequisite before the government proceeds to further development stages or expanding the high-speed rail to other regions.
“We prioritise completing the financial restructuring before moving to further development stages for the high-speed rail project to other regions,” AHY stressed.
This move aims to ensure optimal operation of Whoosh without excessively burdening the national finances, while improving management efficiency under the newly formed coordinating ministry. (Ant/I-1)
