Cooperatives Minister Proposes 2027 Budget Increase to IDR 1.8 Trillion
The Minister of Cooperatives, Ferry Juliantalli, has proposed an additional budget of Rp 1.3 trillion for the Ministry of Cooperatives in 2027. “Consequently, the total budget ceiling after the proposed addition will be Rp 1,888,714,561,000 (Rp 1.8 trillion),” stated Ferry during a working meeting with Commission VI of the House of Representatives (DPR) on Thursday, 11 June 2026.
Ferry explained that, based on a Joint Decree between the Minister of Finance and the Head of the National Development Planning Agency, the Ministry of Cooperatives has been allocated an indicative budget ceiling for the 2027 period amounting to Rp 542 billion.
From this current allocation, Ferry noted that the Ministry of Cooperatives has earmarked Rp 158 billion for management support programmes and Rp 384 billion for cooperative activities.
However, Ferry assessed that the Ministry of Cooperatives requires a larger budget to execute its work programmes next year. Therefore, he has proposed a ceiling increase of Rp 1.3 trillion. Ferry stated that the proposed additional funds consist of Rp 1.117 trillion for cooperative programmes and Rp 228 billion for management support.
The Gerindra politician explained that the additional budget requirements are directed towards two major groups.
First is organisational operationalisation, which includes strengthening planning functions, cooperative regulation, and internal supervision. The budget also includes proposed activities for the specific socialisation of the ‘Koperasi Desa Merint Putih’ (Red and White Village Cooperatives).
Second is the strengthening and development of cooperatives, which encompasses support for national priority programmes, increasing cooperative business capacity, and enhancing cooperative supervisory functions.
He detailed that from this additional budget, the Ministry of Cooperatives will allocate Rp 234 billion to the Deputy for Institutional and Digitalisation. This budget will be used for cooperative legal entity services, cooperative restructuring, the implementation of risk management, and facilitating the digitalisation of the Koperasi Desa Merah Putih.
Furthermore, the Ministry of Cooperatives plans to allocate Rp 277 billion to the Deputy for Cooperative Business Development. The proposal from this deputy includes facilitating business potential across various sectors, production assistance, and facilitating the ecosystem and business networks of cluster-based cooperatives.
Additionally, the Ministry of Cooperatives will allocate an additional budget of Rp 267 billion to the Deputy for Talent Development and Competitiveness. This budget covers facilitating cooperative entrepreneurship development, increasing the competence of functional cooperative supervisory officials, and strengthening cooperative capital and financing.
Meanwhile, the Deputy for Supervision has proposed an additional Rp 183 billion for activities involving licensing guidance, inspections, handling problematic cooperatives, advocacy and mediation, as well as handling complaints regarding the Koperasi Desa Merah Putih.
Ferry stated that the additional budget will also be distributed to the Indonesian Cooperative Council amounting to Rp 22 billion. Furthermore, Ferry noted that the Ministry of Cooperatives will allocate Rp 191 billion for the empowerment of cooperatives in regional areas.
