Controversy Over MBG Electric Motorcycles: BGN Head Speaks Out
The National Nutrition Agency (BGN) has spoken out regarding a viral video of motorcycles bearing the BGN logo circulating on social media. The agency emphasised that the procurement of these vehicles is not a new programme but part of prior budget planning.
BGN Head Dadan Hindayana explained that the electric motorcycles were designed into the 2025 budget to support the operations of the Free Nutritious Meals Programme (MBG).
“The procurement of these electric motorcycles was planned in the 2025 budget as part of support for MBG operations, particularly to enhance the mobility of Heads of Nutrition Fulfilment Service Units,” said Dadan in his statement, quoted on Thursday (9/4/2026).
He stated that although included in the 2025 budget, the procurement was realised in 2026 following government administrative and financial mechanisms.
“At the end of 2025, the Commitment Making Official (PPK) submitted the Payment Order Document (SPM), so the budget entered the End-of-Year Budget Holding Account (RPATA). This mechanism complies with Ministry of Finance Regulation No. 84 of 2025, where payments are made in two stages: the first instalment upon completion of 60 percent of units and the second for full completion up to 100 percent,” he explained.
In execution, the procurement did not fully materialise as initially planned. By the deadline on 20 March 2026, the supplier could only fulfil part of the contract.
“By the end of the extension period on 20 March 2026, the supplier managed to complete only 85.01 percent, or 21,801 units out of the contracted 25,644 units. The remaining funds held were returned to the state treasury with the cancellation of the RPATA alongside the second-stage payment,” he said.
In total, the procurement realised 21,801 units from the initial target of 25,644 units. BGN also corrected circulating information about the number of vehicles.
Dadan further affirmed that reports claiming 70,000 units were untrue.
Additionally, BGN emphasised the use of domestic products in the procurement. The electric motorcycles purchased have a Domestic Component Level (TKDN) of 48.5 percent and are produced in Citeureup, West Java.
“This is part of our efforts not only to support programme operations but also to drive the national industry through the use of domestic products with significant TKDN,” said Dadan.
Currently, all motorcycle units are in the administrative completion stage before use. The vehicles will be recorded as State Goods (BMN) and distributed gradually according to field needs.
“These electric motorcycles have not yet been distributed. We ensure all administrative processes, including recording as BMN, are completed first to ensure orderly, transparent, and accountable usage,” he stressed.
Previously, a video went viral showing rows of electric motorcycles in a large warehouse. The content creator claimed there were 70,000 motorcycles allocated for SPPG in West Java province.
“This is what I’m spilling: all 70,000 motorcycles for West Java province alone. I’m not sure if it’s for all employees or SPPG kitchen heads, I don’t want to spread hoax news, but clearly it’s just for West Java province, 70,000 units,” said the content creator, quoted from detikNews.
Footage also showed moments of dozens of motorcycles loaded onto trucks. The motorcycles bore stickers reading ‘National Nutrition Agency of the Republic of Indonesia’.
