Contents of the Solidarity Coalition Letter for Andrie Yunus to Prabowo
The Solidarity Coalition for Andrie Yunus has sent a letter containing demands for the formation of an independent Joint Fact-Finding Team (TGPF) to investigate the case of the attempted premeditated murder of the Kontras activist.
Coalition representative Leonard Simanjuntak stated that, in addition to urging the establishment of an independent TGPF, the coalition is pressing President Prabowo Subianto to fulfil his commitment to delivering justice for the victim by bringing the legal process to a general court. “The President must respond to this highly urgent case,” said the Country Director of Greenpeace Indonesia when met by Tempo at the Office of the State Secretariat, Central Jakarta, on Friday, 17 April 2026.
On the same occasion, Coordinator of Indonesia Corruption Watch (ICW) Almas Ghaliya Putri Sjafrina explained that the Coalition submitted six letters to Prabowo today. Five of these were sent on behalf of civil society organisations, and one was a direct letter written by Andrie himself.
For instance, the letter written by ICW, she explained, contains two points urging Prabowo to form an independent TGPF and to ensure the legal process is transparent, fair, and held in a general court.
“Because the criminal act is a common criminal offence, and the victim is also a civilian, there is no connection if this is brought to a military court,” said Almas.
She reminded that, referring to Article 3 Paragraph (4) of TAP MPR Number VIII of 2000 and Article 65 Paragraph (2) of Law Number 34 of 2004 on the TNI, Andrie’s case should rightfully be tried through the general court mechanism.
Article 65 Paragraph (2) of the TNI Law explicitly states that soldiers are subject to military court jurisdiction for military law violations. Furthermore, soldiers are also subject to general court jurisdiction for common criminal law violations as regulated by law.
“So, even if the perpetrators are military personnel, but it relates to a common criminal offence, they must certainly be subject to the general court,” said Almas.
Yesterday, the Military Auditor 07-II Jakarta handed over the case file of Andrie’s case to the Military Court 08-II Jakarta. Thus, Andrie’s case is now just awaiting the trial to be held by the Military Court.
Andrie Yunus was doused with corrosive chemical liquid on 12 March while passing through Jalan Salemba I-Talang, Central Jakarta. Medical records state that the Deputy Coordinator of Kontras suffered burns over more than 20 percent due to the attack carried out by TNI BAIS personnel.
Based on information from the Military Police Centre, there are four perpetrators of the dousing. They are NDP, SL, BHW, and ES, from the air and sea branches. NDP holds the rank of captain, SL and BHW are first lieutenants, while ES is a second sergeant.
