Consumption of Subsidised Pertalite and Diesel Fuel Rises, Here's the Data
The Downstream Oil and Gas Regulatory Agency (BPH Migas) recorded that the distribution of subsidised diesel fuel up to 30 June 2026 had reached 50.85% of this year’s total quota. The volume increased after the price of non-subsidised diesel rose in June 2026.
Head of BPH Migas Wahyudi Anas detailed that the realisation of subsidised diesel distribution had touched 9.48 million kilolitres (KL) from the total quota set by the government of 18.64 million KL for 2026.
‘For the distribution of diesel fuel, the realisation reached 9.48 million KL, or 50.85% of the quota set by the government of 18.64 million KL,’ he said during a Hearing Meeting with Commission XII of the Indonesian House of Representatives in Jakarta, quoted on Monday (20/7/2026).
In addition to diesel, consumption of the Special Assignment Fuel Type (JBKP) Pertalite as of 30 June 2026 also experienced an increasing trend. The distribution of Pertalite was recorded at 13.96 million KL, equivalent to 47.68% of the total state budget quota set at 29.27 million KL.
‘Meanwhile, for JBKP Pertalite RON 90, the distribution realisation reached 13.96 million KL, or 47.68% of the quota set in the state budget of 29.27 million KL,’ he explained.
The increase in consumption was triggered by price adjustments for other general fuel types, such as Pertamax and the Dex Series. This condition is considered to have caused a greater burden on the distribution of subsidised fuel in recent times.
‘The current increase is indeed in the diesel sector, following the price hikes for general fuel types, both the Dex series and Pertamax and others. There has been a shift where people who previously used non-subsidised fuel are switching to subsidised fuel,’ he continued.
To anticipate the thinning quota, BPH Migas is currently strengthening supervisory cooperation with provincial governments through 25 cooperation agreements. The agency has also blocked hundreds of thousands of digital identities suspected of misuse to maintain stock sustainability until the end of the year.
‘We are also continuing to optimise the targeted distribution of subsidised fuel, by blocking almost 307,107 QR codes. And this is continuously moving and increasing due to illegally produced QR codes,’ he asserted.
In line with this, PT Pertamina Patra Niaga noted that the consumption share of subsidised Pertalite now dominates up to 80% of total national petrol consumption.
The surge is suspected to be an impact of consumer migration from non-subsidised fuel to subsidised Pertalite.
PT Pertamina Patra Niaga’s Retail Marketing Director, Eko Ricky Susanto, explained that the shift in consumption towards subsidised fuel triggered a spike in demand for Pertalite in various regions and prompted the company to make adjustments to maintain stock availability at petrol stations.
‘In terms of composition changes, during the January-May period the condition for JBKP Pertalite was around 75%, now it has shifted to 80%. So almost 5% of the petrol composition has shifted to PSO fuel,’ he revealed.
Pertamina noted that public demand for the Pertamax series has decreased compared to the beginning of the year, proportional to the increase in Pertalite usage.
‘The impact is that demand for general fuel products, especially the Pertamax series, has decreased by almost 18% compared to the previous period,’ he said.
