Consumption of power too little?

An employee from the electricity company usually checks our power meter every month. In March, we had a visit from the same man again. After reading the meter, however, the man startled my mother by saying that our power consumption was too little.
The month before, when checking the meter, he commented, "Consumption is very little, eh."
He told my mother that he was sent to survey these matters and make a record of minimum power users. He added thereafter that minimum power consumption would be of no benefit to the state electricity company and that small power consumers might be facing a cutoff from power supply and that they also might have to reapply for power at the company.
"But, I can arrange things for you," he said reassuringly.
What did he imply with those words? We are asking what the government meant with its recent appeals to economize on energy consumption, and now we are urged to use even more. Don't we have to make efforts to keep energy use as minimal as possible? We are settling our monthly bills on time before the 20th of each month.
Through this reader column we would like to question PLN (the state electricity company), what sort of policy are you following? What steps do we have to take in this case?
