REPUBLICA.CO.ID, WEST BANDUNG – Deputy Minister of Energy and Mineral Resources (ESDM) Yuliot Tanjung said the groundbreaking of the Legok Nangka Waste-to-Energy Plant (PSEL) marks a new chapter in efforts to tackle the crisis of mounting urban waste. Yuliot said the Legok Nangka plant is designed with a generating capacity of 40.79 megawatts (MW) and an investment value of US$400 million, or approximately Rp7.2 trillion.

“The construction period will run for around 41 months, with a commercial operation date (COD) targeted for 2029,” Yuliot said at the groundbreaking ceremony in Legok Nangka, Cempakamekar, Padalarang District, West Bandung Regency, West Java, on Wednesday (29/7/2026).

Yuliot expressed hope that construction could be accelerated so that the plant could begin operating ahead of schedule. This, he said, would require the support and commitment of all stakeholders, including the central government, regional governments, PT PLN (Persero), the developer, financing institutions, and the local community.

“Today’s groundbreaking is not merely the start of infrastructure construction, but also a symbol of our shared commitment to realising a cleaner, greener, and more sustainable future for Indonesia,” he said.

He expressed hope that the Legok Nangka plant could serve as a model for waste-to-energy project development that can be replicated across other regions. With its significant generating capacity and investment backing, the project is expected to deliver benefits through reduced waste volumes, the provision of clean energy, job creation, increased regional economic activity, lower emissions, and improvements in environmental quality and public health.

“During the construction period, the project is estimated to absorb around 1,565 workers,” he said.

Beyond serving as a solution to urban waste problems and producing clean energy, the project is also projected to reduce greenhouse gas emissions by up to 311,874 tonnes of CO₂ equivalent.

Yuliot expressed appreciation to all parties who worked hard to bring the project to the construction stage.

“It is hoped that collaboration between the central government, regional governments, PLN, the developer, and financing institutions can continue to be strengthened, so that the Legok Nangka plant can be completed on time, operate reliably, and deliver the greatest possible benefits to the community, the region, and the nation,” he said.

He also conveyed appreciation to the Governor of West Java for supporting the acceleration of the plant’s construction as one of the strategic solutions for waste management and the provision of sustainable energy.

In addition, Yuliot gave recognition to PT Jabar Environmental Solution, which took the initiative to build a waste-to-electricity processing facility using environmentally friendly technology.

“We would also like to express our appreciation to the Government of Japan, which has encouraged Japanese companies to invest in the waste-to-energy sector, namely Sumitomo Corporation and Hitachi Zosen Corporation, which have formed a joint venture with the national company PT Energia Prima Nusantara,” he said.
