PT Wijaya Karya (Persero) Tbk (WIKA), as the contractor for the Ancol Timur - Pluit (Elevated) Toll Road or Harbour Road II, has revealed that construction progress has reached 32.31%. WIKA’s President Director, Agung Budi Waskito, highlighted several construction challenges faced in building this project.

“One of the challenges we face in this construction is the slow land acquisition because most of it consists of settlements in Ancol,” Agung explained during the Harbour Road II Site Visit in Ancol on Monday (6/4/2026).

Agung assured that WIKA is committed to accelerating construction once the land is ready. Moreover, he added that WIKA always executes its assignments well.

On the same occasion, the Harbour Road 2 Toll Project Manager, Hari Purnama, also emphasised that besides the incomplete land acquisition, the project’s urban location poses additional challenges.

“The freed land is only 45% so far, and the construction site overlaps with KAI land, toll roads, and residents’ settlements. We want to ensure that the construction does not disrupt public comfort,” Hari stressed.

For information, this nearly 10 km elevated toll road is designed with a speed standard of 80 km/h, lane width of 3.5 metres, and equipped with junctions at Ancol Timur and Pluit, including a connecting ramp with Harbour Road I. Construction is targeted to be completed by 31 December 2026, with a construction period of 1,697 calendar days and a maintenance period of 730 days.

This toll road is not merely about adding traffic capacity but also strengthening the four ring toll road network in Jabodetabek (Ring 1, Ring 2, JORR 1, and JORR 2). With improved connectivity, goods distribution is expected to be more efficient, thereby increasing national economic competitiveness.
