Jakarta — Constitutional Court Judge Anwar Usman was given the final turn to deliver a Constitutional Court (MK) ruling at a hearing to test legislation on 15 cases brought before the court in a session held in Jakarta on Monday.

Usman delivered the ruling in case number 176/PUU-XXII/2025 concerning the material review of the Law on Financial and Administrative Rights of Leaders and Members of the Highest/High State Institutions and Former Leaders of the Highest/High State Institutions.

Before delivering his ruling, Usman offered farewell remarks and an apology.

“Before I deliver the ruling, this may be the last session I attend because on 6 April 2026, I will have completed 15 years of service at the Constitutional Court,” Usman said.

On this occasion, Usman apologised if during his tenure there were matters that were displeasing, whether intentional or unintentional.

“Naturally, over such a long period of time, there have been matters that were less pleasing, whether intentional or unintentional. For this reason, from the depths of my heart, I offer my apologies,” he said.

After his farewell, Usman continued his duty to deliver the ruling in the case submitted by the petitioners. In total, 15 cases had their rulings delivered by Constitutional Court justices in turn, with Usman receiving the final turn to deliver a ruling.

“I now begin to deliver what will be my final ruling to deliver,” he said.

Usman is a brother-in-law of Indonesia’s seventh president, Joko Widodo, and previously served as the sixth chair and sixth vice-chair of the Constitutional Court.

In 2023, Usman became embroiled in controversy regarding the age threshold for presidential and vice-presidential candidates, which facilitated the candidacy of his nephew, Gibran Rakabuming Raka, as vice-president, resulting in a report to the Constitutional Court’s Honour Assembly (MKMK).

In November 2023, the MKMK found Usman guilty of serious violations of the code of ethics concerning conflict of interest in the Constitutional Court’s ruling on the minimum age requirements for presidential and vice-presidential candidates.

Subsequently, in July 2024, the MKMK ruled that Usman was not proven to have committed alleged violations of the judicial code of ethics reported by advocate Zico Leonardo Djagardo Simanjunto, concerning alleged ethical violations related to the principle of propriety and decorum listed in the Sapta Karsa Hutama.

Furthermore, Usman was noted to have frequently absented himself from meetings and Constitutional Court sessions.

The MKMK released a report on the execution of duties throughout 2025 on 31 December 2025. In the report, the MKMK reported, among other things, the results of code of ethics monitoring through the attendance of constitutional justices in court sessions and judicial deliberation meetings (RPH).

Based on MKMK’s monitoring results, Constitutional Court Judge Anwar was the most frequently absent from court sessions. He was recorded as absent 81 times from plenary sessions and 32 times from panel sessions.
