The proposal by a number of political experts for the immediate formation of a constitution board, voiced at a national seminar on the amendment of the 1945 Constitution at the University of Indonesia on May 11, 2000, was a very good idea. This is in consideration of all the political upheavals currently taking place in Indonesia and the world, such as: race riots, democratic dictatorships, terrorism, separatism, fascism, communism, coups, economic crises, neocapitalism, neoimperialism, economic domination/hegemony, globalization, corruption, collusion, nepotism, demoralization, the military's dual function, mafia in the courts and poverty.
In Indonesia, these worrying conditions are in principle caused by the weakness of the 1945 Constitution.
From the aspect of political science, the 1945 Constitution and all the constitutions in the world for the last 200 years have used the well-worn Trias Politica management pattern. This is shown by the many upheavals in state management, because historically the objective of the Trias Politica was to eradicate monarchal dictatorships, but now it has given rise to democratic dictatorships.
Therefore, in order to create a safe, just and prosperous state, the Trias Politica concept needs to be reviewed. It is hoped that the review will mean the elimination of democratic dictatorships -- that is at the root of all political upheavals in this country -- as revealed in the book entitled Pola Empat Jalan Menuju Abad Kebangkitan Islam (Agama-Agama)/ Perdamaian Dunia (Four-road pattern toward the era of Islamic awakening (religions)/world peace.
All political experts in Indonesia should immediately get together in a constitution board (without first waiting for the government) to immediately lay down the concept for a better constitution. The concept must be submitted to the People's Consultative Assembly for reference at the soonest possible moment.
