The Indonesian International Financial Centre (PFII) Law has officially designated the Daya Anagata Nusantara Investment Management Agency (BPI Danantara) as the provider of initial capital for the establishment of the PFII. This provision is stipulated in Article 24 of the PFII Law. BPI Danantara will inject capital into the PFII Managing Institution (LP PFII). However, this capital injection will not place LP PFII under the control of BPI Danantara. “The special investment by BPI Danantara in LP PFII is the implementation of a specific legal mandate for LP PFII and does not result in ownership or control rights over LP PFII,” the law states. This special investment by BP Danantara must consider the operational cost requirements of LP PFII, as outlined in Article 26, paragraph 1. The PFII Board is required to submit a work plan and budget for the allocation of the initial capital to the President for approval within a maximum of 30 calendar days after receiving the capital. LP PFII is an independent, transparent, and accountable institution in carrying out its duties and authorities. Its duties include managing PFII operations and regulating and supervising business activities in other sectors. Its authorities include providing administrative, operational, and business facility services; creating, maintaining, and administering special lists or registers; developing, operating, and maintaining infrastructure, technology, facilities, and services; and levying charges, fees, and/or contributions from business actors and other parties conducting activities within the PFII. In addition to Danantara, the initial capital for PFII may also come from business entities, state or regional assets through grants, and other legal sources in accordance with statutory regulations. Minister of Investment and Downstreaming Rosan Roeslani previously stated that the initial capitalisation would be carried out in stages. “Yes, of course, there will be stages,” he said when met at the DPR RI building in Jakarta on Tuesday (21/7/2026). Rosan, who also serves as Chief Executive Officer of BPI Danantara, added that the scheme would also involve investment treaty instruments. “Later we will also enter into investment treaties and others. So, there will definitely be stages,” he explained. An investment treaty is an international agreement between two or more countries designed to protect and promote business investments by citizens or companies of one country in another country.
