Concrete Steps to Tackle Congestion: Sidoarjo Regency Government Accelerates Gedangan Flyover

The commitment of Sidoarjo Regent Subandi and Deputy Regent Mimik Idayana to ease congestion in the Gedangan area continues to be realised. The Sidoarjo Regency Government is now accelerating land acquisition for the construction of the Gedangan Flyover, which is targeted to begin next year.

Head of the Sidoarjo Regency Public Works, Highways and Water Resources Agency (DPUBMSDA) Makhmud said his office has completed factual data verification of landowners.

“For now, a week ago we carried out factual data verification of landowners, including proof of their certificates, which we did last week. That has now been completed,” Makhmud told detikcom on Monday (31/8/2026).

Next, the Sidoarjo Regency Government is coordinating with a number of agencies that own land in the construction area.

“After that, we will invite them, including land owned by the sub-district police, the village government, the health agency, and PDAM Surabaya. We will invite them so that we can coordinate, including KAI and BPJS,” Makhmud explained.

Makhmud explained that these agencies are currently collecting the required documents. Meanwhile, for land owned by residents, the process of measuring land parcel maps by the National Land Agency (BPN) has begun.

“The agencies are in the process of collecting documents, while for residents’ land, the measurement of land parcel maps at BPN has already started,” he said.

Once the land parcel maps are complete, the Sidoarjo Regency Government will proceed with the appraisal process. This process is expected to be completed as soon as possible.

“After the BPN land parcel maps are finished, hopefully within one to two weeks they will be complete, and we will carry out an appraisal to determine the price from a third party,” Makhmud said.

He stressed that the land acquisition process for the construction of the Gedangan Flyover is continuing. The Sidoarjo Regency Government also said that public response to the process has so far been positive.

“Alhamdulillah, the response has been supportive, and the documents as well. When we carried out the identification, everyone generally provided their data. Including the submission, the relevant party must submit the land parcel map, and only after the land parcel map is submitted can we carry out the appraisal,” he said.

The Sidoarjo Regency Government has prepared a budget of Rp 200 billion from the 2026 regional budget for land compensation. This budget will be increased by Rp 200 billion through the 2027 regional budget, bringing the total to Rp 400 billion set aside specifically for land acquisition needs.

To accelerate the process, the Sidoarjo Regency Government has also formed a Land Procurement Team that coordinates with BPN, the appraisal team, and legal consultants.

Makhmud confirmed that construction of the Gedangan Flyover is targeted to begin next year. The Sidoarjo Regency Government will continue to oversee all stages so that the project can be realised soon.

“Construction will begin next year. God willing, we will continue to make progress,” he said.

Sidoarjo Regent Subandi also stressed that cross-sector coordination will continue to be tightened so that the construction process of the Gedangan Flyover can run smoothly.

“We are making every possible effort. This year, land acquisition must be completed so that the physical construction of the flyover can be realised soon to ease the chronic congestion in the Gedangan area,” Subandi asserted.
