To enhance business actors’ commitment to environmental management, the government actively evaluates compliance performance across various companies. This is embodied in the Company Performance Rating Programme (PROPER), which is expected to improve environmental management performance and living quality.

According to the Ministry of Environment’s website, PROPER is a public disclosure programme for environmental assessments. PROPER is certainly not a replacement for existing conventional compliance instruments, such as civil or criminal environmental law enforcement.

This programme acts as a complement that can synergise with other compliance instruments. With this programme, efforts to improve environmental quality can be carried out more efficiently and effectively.

PROPER itself was conceived in 1995, initially named PROPER PROKASIH as a performance ranking assessment for compliance in environmental management, developed by the State Ministry of Environment.

Fundamentally, PROPER emerged to address challenges in environmental management among business actors. In this regard, the urgency of implementing PROPER arose amid low levels of corporate compliance due to the ineffectiveness of existing compliance instruments. PROPER also emerged alongside increasing demands for transparency and public involvement in environmental management, the need for incentives for companies’ environmental management efforts, and the potential to improve compliance performance through information dissemination.

Furthermore, PROPER is one form of government policy aimed at enhancing companies’ environmental management performance in accordance with applicable laws and regulations.

In addition, PROPER realises transparency and democratisation in environmental management in Indonesia.

The implementation of this instrument is the government’s effort through the Ministry of Environment to implement some principles of good governance related to aspects of transparency, fairness, accountability, and community involvement in environmental management.
