Complying with PP Tunas, X/Twitter and Bigo Live to Begin Blocking Underage Accounts Tomorrow
The Indonesian government, through the Ministry of Communication and Digital Affairs (Komdigi), is officially implementing the Government Regulation on Child Protection in the Digital Realm (PP Tunas) as of 28 March 2026. This regulation requires digital platforms to limit access for underage users. PP Tunas was officially enacted by President Prabowo Subianto on 28 March 2025, one year ago. Following a one-year transition period since its enactment, Komdigi announced commitments from eight major Electronic System Operators (PSE) in this initial phase. As a result, two platforms have been described as fully cooperative: the social network X (formerly Twitter) and the live streaming app Bigo Live. “For now, we need to give appreciation to platforms that are fully cooperative in fulfilling their compliance obligations,” stated the Minister of Communication and Digital Affairs during a press conference broadcast on KemkomdigiTV’s YouTube channel. The Minister of Communication and Digital Affairs said that platform X/Twitter has reportedly aligned its community guidelines by changing the minimum user age to 16 years as of 17 March. Although it previously requested an extension, Elon Musk’s platform has committed to beginning the identification and deactivation of underage accounts from tomorrow. Meanwhile, Bigo Live has taken more comprehensive steps. This platform has raised its user age limit to 18+ in its user agreement (user content) and privacy policy sections. Bigo Live has even written to the App Store (Apple) to raise its app’s classification rating from age 13 to 18+. In addition to X/Twitter and Bigo Live, TikTok and Roblox were also mentioned by the Minister of Communication and Digital Affairs as ready to comply with PP Tunas regulations. Meutya stated that these two platforms are in “partially cooperative” status. “Both have shown partial cooperation, meaning they are heading in that direction, just requesting an extension or a little additional time. We still urge them to complete their compliance as soon as possible so it can be done comprehensively,” explained the Minister of Communication and Digital Affairs. The Minister of Communication and Digital Affairs said that TikTok has provided a written commitment to the government to gradually deactivate accounts of users under 16 years of age as soon as possible.
