Complying with PP Tunas, TikTok, X/Twitter, Bigo Live, and Roblox Restrict Accounts for Children Under 16 Starting Today
PP Tunas or Government Regulation Number 17 of 2025 on the Governance of Electronic System Operators in Child Protection officially takes effect today, Saturday (28/3/2026).
This regulation requires digital platforms to deactivate accounts belonging to child users under the age of 16 as part of efforts to strengthen child protection in the online world.
Minister of Communication and Digital (Menkomdigi) Meutya Hafid stated that four platforms have expressed their commitment to comply with PP Tunas. The four platforms are X/Twitter, Bigo Live, TikTok, and Roblox.
For X/Twitter and Bigo Live, Menkomdigi noted that they have been “fully cooperative”. This means both have already and will implement child account restrictions starting today, in accordance with the provisions of PP Tunas.
“Both have shown partial cooperative attitudes, meaning they are heading in that direction, only requesting an extension or a little additional time. We still urge them to promptly complete compliance so that it can be carried out comprehensively,” explained Menkomdigi during a press conference at the Komdigi office in Central Jakarta, Friday (27/3/2026).
Menkomdigi said that the X/Twitter platform has reportedly aligned its community guidelines by changing the minimum user age limit to 16 years since 17 March.
Elon Musk’s microblogging platform had previously requested an extension of time. However, they are now beginning to identify and deactivate underage child accounts starting today.
Meanwhile, Bigo Live has taken more comprehensive steps. This platform has raised its user age limit to 18+ in the user agreement (user content) and privacy policy sections.
Bigo Live has even written to the App Store (Apple) to raise its application rating classification from age 13 to 18+.
To ensure no underage users slip through, they are implementing a layered moderation system that combines artificial intelligence (AI) technology and human verification.
“Including taking compliance measures regarding teenage accounts under 16 years old after the self-assessment process, and through close consultation with the Ministry of Communication and Digital (Komdigi),” said TikTok.
“We also use the most innovative technology to detect accounts that violate the age limit policy, and suspend accounts identified as non-compliant,” added TikTok.
