Complex Challenges Behind the Rp 15.8 Trillion Harbour Road II Toll Project

JAKARTA - PT Wijaya Karya (Persero) Tbk or WIKA has revealed several construction challenges in building the Harbour Road II toll road section from Ancol Timur to Pluit, particularly in the highly complex Jakarta area.

Project Manager HBR II Hari Purnama stated that the main challenge of this project relates to traffic management because the work is carried out in toll road areas or national roads that remain active with vehicle traffic.

“For this Jakarta area, it is indeed a challenge; in terms of construction, there are several challenges. The first is certainly related to traffic management where we are working in active toll road areas or possibly national roads,” said Hari Purnama after a media visit in Jakarta on Monday (6/4/2026).

In addition, the underground conditions also pose obstacles because there are various utilities that must be adjusted or even relocated. These utilities include gas pipes and optical cables.

Hari emphasised that they are endeavouring to adjust the structural design so as not to disrupt the existing utilities. However, if it is not possible, relocation will be carried out with careful planning.

“This is structurally what we will try to adjust as much as possible so that it will not disrupt the utilities. If necessary, we will relocate those utilities,” he said.

In terms of progress, Hari explained that on the western end of the southern side of the project, about one kilometre of work remains towards Pluit.

That area has high density, thus requiring the safest construction methods.

“If we look, the left and right of the project location are full of activities, so we must prepare the safest methods,” he said.

He added that the Harbour Road II section will later be reintegrated with Harbour Road I in the area of the exit before connecting towards Soekarno-Hatta Airport.

Meanwhile, on the northern side, the land acquisition process is still ongoing at several points. That area will later close the existing road on the northern side to support the project’s connectivity.

“In this area, the basic structure is already complete and will continue to the next work,” he stressed.
