Jakarta, VIVA – The Chairman of the House of Representatives Legislation Body (Baleg) DPR RI, Bob Hasan, stated that there are 12 substantive points regulated in the Domestic Worker Protection Bill (RUU PPRT).

Bob mentioned that these 12 points agreed upon in the RUU PPRT serve as responses to various issues faced by domestic workers in the field.

“Several important and strategic materials in addressing domestic worker protection issues have been agreed upon by the Working Committee in the RUU PPRT,” said Bob during a meeting at the Parliamentary Complex, Senayan, Central Jakarta, on Tuesday, 21 April 2026.

Here are the 12 substantive points contained in the RUU PPRT:

  1. Regulations on domestic worker protection based on family principles, respect for human rights, justice, welfare, and legal certainty;

  2. Recruitment of domestic workers (PRT) can be done directly or indirectly;

  3. Any person assisting with household work based on customs, kinship, family, education, or religion is not considered a domestic worker (PRT) under this Act;

  4. Indirect recruitment of PRT carried out by P3RT (Domestic Worker Placement Company) can be done offline or online;

  5. One of the rights of PRT regulated in this bill is the right to social security for health and employment social security;

  6. Prospective PRT receive vocational education and training from the central government, regional government, or PRT placement companies;

  7. Vocational education and training for prospective PRT;

  8. PRT placement companies are legal entities required to have business permits from the central government in accordance with applicable laws and regulations;

  9. P3RT is prohibited from deducting wages or the like;

  10. Guidance and supervision of PRT implementation are carried out by the central and regional governments by empowering neighbourhood associations (RT/RW) to prevent violence against PRT;

  11. Upon the commencement of this Act, any person under 18 years of age or already married who works or has worked as PRT before this Act comes into force is given an exception and their rights as PRT are still recognised;

  12. Implementing regulations must be established at the latest one year after the Domestic Worker Protection Act comes into force.

Previously reported, the House of Representatives Legislation Body (Baleg) DPR RI and the government have approved the Domestic Worker Protection Bill (RUU PPRT) to be taken to the next level in the plenary session for approval as an act.
