Company Appeals to Task Force Over Licensing for 'New Dufan' Development at Lake Toba

The Task Force for the Acceleration of Government Programmes to Support Economic Growth (P3M-PPE) held a debottlenecking session on Thursday (23/7/2026) in Jakarta. The first agenda item saw the task force receive a report from a company regarding licensing for the development of tourism facilities in the Lake Toba area, North Sumatra. The company is PT Tigaraja Putra Persada, based in North Sumatra. During the session, the company outlined plans to build an integrated tourism area featuring a theme park and a cable car around Lake Toba. However, obstacles exist at several locations around the lake, where some plots of land still contain residential settlements and protected forest areas. The company requested that the licensing process be eased. A representative from PT Tigaraja Putra Persada stated, ‘We ask that the proposed development be facilitated, as several locations still face obstacles, such as the presence of settlements and protected forest areas.’ The session produced several conclusions and follow-up actions to prevent further bottlenecks. Working Group Chair of the P3M-PPE Task Force, Satya Bhakti Parikesit, requested coordination with the Committee for the Acceleration of Priority Infrastructure Delivery (KPPIP) regarding the status of the Lake Toba National Tourism Strategic Area (DPSP). Satya said, ‘Coordination is needed to ascertain the scope of the National Strategic Project (PSN) for the Lake Toba DPSP area with KPPIP.’ Regarding the cable car project, he asked the Ministry of Transportation, through the Directorate General of Railways (DJKA), to clarify whether the cable car would be classified as a special railway or a public railway. Satya explained, ‘Coordination is also needed with the Ministry of Transportation’s DJKA to ascertain whether the cable car is classified as a special railway or a public railway.’ The conclusions also revealed that the Ministry of Forestry (Kemenhut) will facilitate PT Tigaraja Putra Persada so that the company does not need to reapply for permits.
