Company Appeals to Task Force Over Licensing for 'New Dufan' Development at Lake Toba
The Special Task Force for Accelerating Government Programmes to Support Increased Economic Growth (Satgas P3M-PPE) held another debottlenecking session on Thursday (23/7/2026).
In the first agenda item of the session, the task force received a report from a company regarding permits for developing tourism facilities in the Lake Toba area, North Sumatra.
The company in question is PT Tigaraja Putra Persada, which is based in North Sumatra.
In this first session, the company said it wants to build an integrated tourism area in the form of a theme park and cable car around Lake Toba.
However, there are obstacles at several locations in the Lake Toba area, where some plots of land still contain residential settlements and protected forest areas. The company therefore requested that the permitting process be eased.
“We ask that this development proposal be facilitated, because several locations still face obstacles, such as the presence of settlements and protected forest areas,” said a representative of PT Tigaraja Putra Persada at the debottlenecking session on Thursday (23/7/2026).
The first session produced several conclusions and follow-up actions to prevent bottlenecks from recurring.
Satya Bhakti Parikesit, Chair of the Working Group of the P3M-PPE Task Force, requested that the relevant parties, namely the Committee for the Acceleration of Priority Infrastructure Delivery (KPPIP), clarify the status of the Lake Toba DPSP area.
“Coordination is needed to confirm the scope of the National Strategic Projects (PSN) for the Lake Toba DPSP area with KPPIP,” said Satya.
Regarding the cable car project, he asked the Ministry of Transport, through the Directorate General of Railways (DJKA), to confirm whether the cable car would be classified as a special railway or a public railway.
“Coordination is also needed with DJKA at the Ministry of Transport to confirm whether the cable car falls under special railway or public railway status,” Satya explained.
The conclusions also stated that the Ministry of Forestry will facilitate PT Tigaraja Putra Persada so that it will no longer need to repeat the permitting process.
