Communications Ministry Flags Access and Data Security Issues in Population Administration Bill
Jakarta (ANTARA) - The Ministry of Communication and Digital Affairs has highlighted three crucial issues in discussions on the Draft Law on Population Administration (RUU Adminduk): data integration between systems, personal data protection and clarity over access rights.
“This bill will strengthen our regulatory framework as we enter the digital world and reinforce Indonesia’s digital landscape so that it is safe, healthy and impactful,” Deputy Minister of Communication and Digital Affairs Nezar Patria said at an event marking the initialling of the bill’s Problem Inventory List at the Ministry of Home Affairs office in Central Jakarta on Tuesday (27 October).
The three issues are considered decisive in determining how population data can be used across government agencies without blurring management authority or residents’ rights over their personal data.
“We appreciate that the Problem Inventory List has placed data integration within an interoperability framework aligned with the One Data Indonesia Law. This alignment needs to be maintained through implementation in accordance with other laws, in this case One Data Indonesia,” he said.
In addition to data integration, he highlighted the need to align the Population Administration Bill with Law No. 27 of 2022 on Personal Data Protection, particularly by limiting the purposes for which data may be used.
He also stressed the importance of clarifying the classification of population data as the basis for granting access rights. Clearer classification levels are needed to ensure that population data governance is consistent with provisions in various laws and regulations.
“The input from the Ministry of Communication and Digital Affairs has been reflected as one of the bases for granting access rights. The classification levels for population data need to be made clearer so they are consistent with data governance across legislation,” he said.
