Communications Minister summons Meta and Google over non-compliance with PP Tunas

Jakarta (ANTARA) - Minister of Communications and Digital (Menkomdigi) Meutya Hafid has firmly summoned Meta and Google as a consequence of their non-compliance with the provisions of Government Regulation No. 17 of 2025 on the Protection and Governance of Electronic Systems in Child Protection (PP Tunas) and its implementing rules.

Meutya stated that both technology giants have violated the provisions of Ministerial Regulation No. 9 of 2026, which serves as the implementing regulation for PP Tunas.

“To both of them, the government today is sending a summons letter as part of the implementation of administrative sanctions in accordance with applicable provisions,” Meutya said in a statement received by ANTARA on Monday evening.

Meta is the parent company of the digital platforms Threads, Facebook, and Instagram. Meanwhile, Google is the parent company of the YouTube platform.

These digital platforms are categorised under Ministerial Regulation No. 9 of 2026 as high-risk platforms and are required to restrict children’s access to their services.

In addition to summoning Meta and Google, Meutya said the government has issued warning letters to TikTok and Roblox, which are categorised as partially cooperative platforms.

Through these warning letters, the Government emphasises that both TikTok and Roblox must immediately fulfil their commitments to restrict access to their services for children in accordance with the existing regulations in Indonesia.

Meutya said she is not surprised to find that there are still business entities evading their obligations to follow PP Tunas, as they have been rejecting it from the outset.

Since PP Tunas became effective on 28 March 2026, only platforms X and Bigo Live have fully complied with the regulation.

Through her statement, the Minister of Communications and Digital emphasised that Indonesia appreciates digital platforms that adhere to legislation to ensure optimal protection for children.

Previously, the Government officially implemented PP Tunas on 28 March 2026, restricting children from high-risk digital platforms, particularly in its initial application covering eight digital platforms: YouTube, TikTok, Facebook, Threads, Instagram, X, Bigo Live, and Roblox.

Ministerial Regulation No. 9 of 2026 explains that several sanctions apply to platforms that do not comply with the rules, including administrative sanctions such as issuing reprimand letters, temporary access suspension, and access termination.
