Jakarta (ANTARA) - Deputy Chair of Commission XIII of the House of Representatives (DPR RI), Dewi Asmara, has urged a comprehensive evaluation of the services for the Support Letter for Work and Holiday Visa (SDUWHV) at the Directorate General (Dirjen) of Immigration.

Dewi provided several notes on improvements that the Dirjen of Immigration should consider in evaluating the SDUWHV, such as system constraints (downtime) during quota openings, to avoid focusing solely on vendor evaluations.

“We hope that Immigration reduces its dependence on third parties (vendors) by organising a dedicated work unit responsible for the ongoing maintenance and development of the system,” Dewi said in her statement in Jakarta on Friday.

According to her, the Dirjen of Immigration should use the initial findings of the Indonesian Ombudsman as material for internal introspection, such as the need to improve standard operating procedures (SOP) for maintenance.

The improvement of maintenance SOPs aligns with the conclusions of the Hearing Meeting (RDP) of Commission XIII of the DPR RI with the Dirjen of Immigration, the Indonesian Ombudsman, and representatives of registrants in Jakarta on Wednesday (8/4).

The next note concerns infrastructure. Dewi highlighted that the SDUWHV service has not yet been integrated into the National Electronic-Based Government Architecture (SPBE).

In her view, the digitalisation process should facilitate the public, not leave technical constraints such as the manual and repetitive document upload process.

Then, regarding the status of 5,334 applicants who successfully obtained quotas after the system constraints. Dewi reminded of the notes from the National Cyber and Crypto Agency (BSSN) regarding the imperfect system log (digital footprint) of admin accounts.

She requested that the Dirjen of Immigration prioritise transparency to dispel negative allegations and ensure the status of those 5,334 applicants.

“To dispel negative allegations and ensure that those 5,334 names are purely affected by the downtime, Commission XIII urges the Indonesian Ombudsman to complete the audit of the SDUWHV implementation no later than 30 April 2026 as evaluation material,” she said.

Dewi also requested that the Minister of Immigration and Community Empowerment (Imipas) through the Dirjen of Immigration immediately evaluate the officers in the Directorate of Visas and Travel Documents as well as the Directorate of Immigration Information Technology who are suspected of maladministration during the SDUWHV implementation as an internal rectification step.

Commission XIII of the DPR hopes that the Dirjen of Immigration can promptly realise improvements in more integrated and accountable IT governance to provide better, fairer, and more transparent services to the public.

In that RDP, the Dirjen of Immigration has committed to making improvements based on the audit results and reporting to Commission XIII before publicising them to the public.

The RDP was held to discuss the follow-up to the SDUWHV polemic to Australia for 2025.

The issue regarding the SDUWHV issuance system has actually been discussed by Commission XIII of the DPR RI in a hearing meeting and a general hearing meeting on 25 November 2025.

The conclusions of the meeting at that time supported the Indonesian Ombudsman to complete and submit the results of the investigation and collection of supporting evidence on the implementation of the 2025 SDUWHV carried out by the Dirjen of Immigration.

In addition, Commission XIII also encouraged the Dirjen of Immigration to carry out transparency and system improvements for issuing support letters for work and holiday visas to Australia or other countries, as well as providing more objective and fair selection alternatives.
