Commission V of the West Java Provincial People’s Representative Council (DPRD) is highlighting the performance achievements of several Regional Device Organisations (OPDs) in the discussion of the Governor’s Accountability Report (LKPJ) for the 2025 Fiscal Year. The spotlight is particularly on programmes whose realisations exceeded the set targets.

Member of Commission V of the West Java DPRD, Encep Sugiana, assessed that achievements surpassing targets require comprehensive examination. Such evaluation is essential to ascertain whether this situation arises from suboptimal target planning or reflects excellent programme implementation performance.

“Achievements exceeding targets must be viewed objectively. Whether the initial targets set were too low or the programme implementation in the field was indeed highly effective,” stated Encep in Bekasi City on Thursday (2/4/2026).

According to him, the discussion of the LKPJ serves as a strategic moment for conducting a thorough evaluation of local government programme implementation. With appropriate evaluation, future development planning is expected to be increasingly accurate and based on real community needs.

The discussion of the Governor’s LKPJ for FY 2025 was held over three days in various regions, from Purwakarta to Bekasi. The activity focused on in-depth examination of achievements in cross-sectoral strategic programmes.

Several sectors receiving attention include education, social affairs, disaster management, youth and sports, women’s empowerment and child protection, as well as labour and health sectors.

In the process, Commission V also involved various regional apparatus, including the Regional Development Planning Agency (Bappeda), the Regional Financial and Asset Management Agency (BPKAD), the Education Office, the Social Office, the Regional Disaster Management Agency (BPBD), the Tourism and Culture Office, the People’s Welfare Bureau, the Regional Library and Archives Office, the Women’s Empowerment, Child Protection, and Family Planning Office (DP3AKB), the Youth and Sports Office, the Manpower and Transmigration Office, as well as the Health Office along with its affiliated hospitals and regional health laboratories.

Encep affirmed that the LKPJ is not merely an administrative report, but an evaluation instrument that must provide direction for future improvements.

“This 2025 LKPJ serves as an important foundation in preparing future planning and budgeting to be more on target, effective, and directly impactful for the community,” said Encep.

He added that all results from the in-depth reviews at the commission level will form a crucial part in preparing the West Java DPRD’s recommendations through the LKPJ Special Committee (Pansus).

Thus, he continued, the recommendations produced are hoped not only to be administrative in nature but also to drive improvements in programme planning quality and tangible public services in West Java.
